This issue will fully fund for twelve months the 500 crisis cases that were brought onto the Home and Community Based Services (HBCS) or Family and Supported Living (FSL) waivers during FY 2006-07. Estimated Costs: Total GR: $ 2,772,978 Total OMTF: $ 3,951,022 Total new funding: $ 6,724,000 Annualization of 500 Fiscal Year 2006-2007 Crisis Cases

  4. This issue will fund the 500 new crisis cases that will be brought onto the Home and Community Based Services (HBCS) or Family and Supported Living (FSL) waivers during FY 2007-08. Estimated Costs: Total GR: $ 2,950,668 Total OMTF: $ 4,204,200 Total new funding: $ 7,154,868 500 Fiscal Year 2007-2008 New Crisis Cases

  5. This issue will contribute to the cost of utilization growth in the Home and Community Based Services (HCBS) waiver. Utilization growth takes three basic forms: approvals of additional medically necessary services above those services already established for a client, approvals of additional medically necessary service units for already established services (increased usage of the same services), and approvals of medically necessary service replacements, i.e., the exchange of one less costly service for a service that is more costly. Estimated Costs: Total GR: $ 16,000,000 Total OMTF: $ 22,797,284 Total new funding: $ 38,797,284 Utilization Growth in the Home and Community Based Services Waiver

These issues would transfer funds from the Developmental Disabilities Institutions (DDIs) budget entity to the Home and Community Based Services (HCBS) budget entity to fund FY 2007-08 costs (for 12 months) for the 60 individuals transitioned from the Developmental Disabilities Institutions (DDIs) to the community in FY 2006-07. This issue is necessary for the agency to continue the placement activities required under the Brown v. Bush settlement. The Brown v. Bush settlement will require the closure of Gulf Coast Center by 2010. Estimated Costs: Annualization of 60 cases transitioned from GR: $ 1,104,510the DDI to the Community during FY 2006-07 OMTF:$ 1,565,490(net increase to existing base HCBS funding) Total: $ 2,670,000 These costs will be covered by a corresponding DDI reduction issue. Annualization of 60 Fiscal Year 2006-2007 Community Placements (Brown v. Bush settlement issue) and Related DSI Reduction

  7. These issues will fund the FY 2007-08 start-up costs for 60 individuals transitioned from the Developmental Disabilities Institutions (DDIs) to the community in FY 2007-08. This issue is necessary for the agency to continue the placement activities required under the Brown v. Bush settlement. The Brown v. This issue will fund the FY 2007-08 start-up costs for 60 individuals to transition to the community from the Developmental Disabilities Institutions (DDIs) of Sunland at Marianna, and Tacachale in FY 2007-08. Although this issue is not a part of the Brown v. Bush settlement, the same de-institutionalization process and structure of a Brown v. Bush settlement issue is followed here. Estimated Costs: 60 cases transitioned from the DSI to the GR: $ 1,051,620Community during FY 2006-07 OMTF:$ 1,498,380(net increase to existing base HCBS funding) Total: $ 2,550,000 60 Additional Fiscal Year 2007-2008 Community Placements

  9. This issue will fund the provision of in-home subsidies to assist 200 individuals who are developmentally disabled to live in homes of their own. This issue will enable the state to reduce reliance on high-cost institutional or group living arrangements for these individuals. The average annual cost for an individual living in a segregated group home is $45,000. The average annual cost for an individual living in his or her own home is $25,000. Estimated Costs: Total GR: $ 720,000 Total OMTF: $ 0 Total new funding: $ 720,000 Supported Living In-Home Subsidies

  10. This issue will help to fund Supported Employment. Supported Employment is the provision of on-going supports in community employment sites for people who have traditionally been viewed, due to the severity of their disability, as not employable. This issue would provide Supported Employment funding for 421 people from the waitlist at $3,517 each. Supported Employment is a nation-wide movement to assist in enabling and maintaining employment for individuals with disabilities in integrated settings. Estimated Costs: Total GR: $ 1,480,657 Total OMTF: $ 0 Total new funding: $ 1,480,657 Supported Employment (Individual and Family Supports)
