  1. Federal Aviation Service of Russia (FAS) or National Civil Aviation Service (NCAS)

  2. The History • Federal Aviation Service of Russia (FAS) was formed on March 15, 1996 in Russia. This organization formed on the basis of the Department of Air Transport Ministry of Transport in Russia. The FAS was created as a federal executive agency, part of the transport system, headed by the Ministry of Transport.

  3. Leaders of the FAS: • Government Decision "Questions FAS Russia" N 583 on May 14, 1996 set a limit number of the central apparatus of the FAS: 457 of territorial units and bodies and 1744 units. • Service is allowed to have seven assistant directors, including two first can have ministry board of 15 persons, the Department of Air Traffic Management. The structure of the FAS also has the Regulatory Commission Air Traffic Management (RCATM) (Rusaeronavigation). • By the end of 1996 the remaining Departments of Transport have been returned to the Ministry of Transport but Federal Aviation Service has remained an independent organization.

  5. The main goal of creating the FAS:

Change of the Name • In 1996 the FAS got its name: Federal Aviation Service of Russia. • In 2001 it was renamed: Federal Service of Air Transport (FSAT) • In 2008 this organization became: National Civil Aviation Service (NCAS). This name remained till 2011, but • In 2011 the NCAS stopped its existence and became a part of Ministry of Transport (Russia). • Nowadays such organizations as the FAS, FSAT and NCAS don’t exist, there is only Ministry of Transport (Russia).

In accord with the Convention of International Civil Aviation Organization (ICAO), the NCAS is responsible for the development of legislation governing of civil aviation, its protection from acts concerning unlawful interference, and the organization of the supervision and monitoring of the established requirements for aviation security and operation. The main method is the certification or issuance of Certificate of Conformity which can provide adequate control of the airports, airlines and operators. Obligatory certification is necessary for: the subjects of general aviation which are classified as business aviation; the subjects of general aviation aircraft operating in certain types of aerial work, as well as flights of international air lines; the aviation training centers of the general aviation; the organization of the maintenance and repair of aircraft of the general aviation; the general aviation airports and aircraft; the aviation personnel.

The NCAS of Russia provides: certification of aviation personnel with the issuance of qualification certificates, which certify the qualifying mark; certification and registration of the aircraft of the general aviation; registration of airports and sites of the general aviation; control over the use procedures of airspace; accreditation and certification of the subjects of the general aviation; inspection of the subjects of general aviation and organization of the air crash investigation.

The main objectives of the NCAS are: • 1) the implementation of state policy in the field of civil aviation, which is aimed for gratification of the state needs and support of legal and individual demands for air transport and aircraft operations; • 2) the implementation of the conception and the development programs of civil aviation to improve flight safety and environmental safety of civil aircraft and to provide favorable legal, economic and operational conditions of the air transport; • 3) the development of civil aviation development strategies of The Russian Federation in the established order; • 4) the assistance in the implementation of measures which are aimed for improvement of the competitiveness and efficiency of legal people and individuals in the field of civil aviation; • 5) the execution of single economic, tariff, scientific, technical, personnel and social policy of the air transport;

  11. 6) the collaboration in the prescribed manner in the implementation of state policy for promotion of the international cooperation and international economic relations of the Russian Federation with other countries and international organizations on matters of the competence of the National Civil aviation Service; • 7) the establishment and improvement of the regulatory framework, forms and methods of state control and regulation of activities in the field of civil aviation • 8) the organization of state control in the prescribed manner in order to ensure the safety of aircraft and civil aviation security; • 9) the organization and participation in the prescribed manner in the execution of work of compulsory and voluntary certification of civil aviation facilities; • 10) the organization in the prescribed manner of licensing activities in the field of civil aviation; • 11) the formation of the federal information resources in the field of civil aviation; • 12) the provision, within their competence, of sustainability of civil aviation in wartime and in emergency situations;

The main functions of the NCAS are: The organization, implementation and coordination of work on certification of the subjects of general aviation; The establishing of rules and procedures for certification of the subjects of general aviation; The developing of requirements for certified facilities; The consideration of applicants' appeals concerning actions of the Certification Authorities and qualified experts; The Certification Authorities and qualified experts activities monitoring;

The implementation of the inspection control over the activities of the certified subjects of general aviation; The approval of regulations governing the activities of subjects of general aviation; The maintaining of registers of the aircraft, airports and general aviation areas, certified and registered subjects of general aviation, Certification Authorities and qualified experts; Creating a data bank on all the aspects of general aviation activities; Provision of the information regarding the activity of the subjects of general aviation.

  19. General principles, regulations and main activities of the NCAS In order to implement the functions and objectives of the organization, the Certification Authorities (CA) are created. The responsibility for both organization of work and maintaining the level of certification requirements lies on the directors of these CAs; In case of the violation of the CA’s activities being revealed, the certificates issued by the CA may be suspended or revoked. Other sanctions may be applied in accordance with the laws of the Russian Federation;

Monitoring and maintaining the airworthiness of an aircraft of general aviation are made by the technical centers certified and accredited by the NCAS and the Department of Defense of the Russian Federation. The dates of the inspection and assessment of technical conditions of an aircraft are mentioned in the certificate of airworthiness. All kinds of the aircraft of general aviation are to be registered by the State provided the aircraft has the certificate of airworthiness issued by the responsible organization due to the NCAS order. The registering process is explicitly defined by the NCAS regulations

  21. The procedure of using the airspace is defined by the rules effective in the Russian Federation. Air Traffic Services are carried out in accordance with the requirements of regulations approved by the NCAS. Mission Control Centre must be accredited by the corresponding structural division of the NCAS. At the same time the Mission Control Centre operates along with the bodies of a single air traffic control system of the Russian Federation. Only a person trained in certified aviation training centers that has a valid flight certificate issued by the NCAS, is allowed to operate an aircraft.

  22. The training of the aviation personnel is conducted in the training centers accredited by the NCAS. Those who have successfully completed their training are to acquire one of the following certificates: • private pilot; • aerostatic aircraft pilot; • glider pilot; • pilot ultralight; • commercial pilot; • navigating officer; • flight engineer; • flight radio officer; • operator; • flight attendant; • air traffic controller; • aviation engineer or aircraft maintenance technician

  23. Retraining for a different type of aircraft and flight specialists advanced training are provided in the aviation training centers as well. • The supervision of the quality of the skills and knowledge acquired by the aviation personnel is carried out during: • the training of aviation personnel; • qualification and certification of aviation personnel; • inspection of the general aviation subjects activity.

  24. The process of qualification and certification of aviation personnel of general aviation involves: • High Qualification Commission of the NCAS that provides the flight specialists with the certificates and keeps the registry of the issued documents. • Regional qualifications commission of the NCAS, which provides the certification of aviation personnel of general aviation and issues certificates in accordance with procedures approved by the NCAS

  25. Aircraft maintenance Aviation-engineering support of an aircraft of general aviation is carried out in accordance with the effective civil aviation regulations. Technical maintenance and aircraft overhaul are carried out by the licensed staff properly trained for a particular type of an aircraft after gaining the access to this kind of work. The personnel carrying out the aircraft maintenance and overhaul are guided by the operational documentation developed by the manufacturer and put into the operation in accordance with the NCAS.

  26. Meteorological support for an aircraft of general aviation is carried out in the way established for civil aviation. The provided information includes: • routine and special reports on the fixed area; • weather forecasts in the TAF (Terminal aerodrome forecast) code form; • forecasts / warnings for areas of flight; • SIGMET (Significant Meteorological Information) and AIRMET (Airmen's Meteorological Information); • wind and air temperature forecasts at high altitudes; • satellite information.

Rosaviatsiya includes 16 Management Departments: Flight Operations management Organizing and conducting mandatory certification of businesses and individuals engaged in commercial air transportation, educational institutions (Aviation Training Centres, legal entities whose activities are directly related to the safety of a medical examination of aviation personnel; Flight Safety Inspection management Overseeing the development and implementation of structural units of Federal Air Transport Agency, its territorial bodies and Rosaviatsiya subordinate organizations events on the results of investigations of accidents and incidents involving civil aircraft in the Russian Federation, as well as with Russian civil aircraft during flight operations related to the realization of air transportation and aerial operations abroad.

  33. Aircraft Airworthiness Maintenance management The Office carries out the functions of organizing and conducting mandatory entities certification, carrying out maintenance and repair of aircraft, inspection of civil aircraft in established order to evaluate their airworthiness and issuing the relevant documents. Airport Activity management The Office carries out the functions of the organization and the certification: Airports (except for international and categorized); Lighting equipment systems; Materials for the operational and technical maintenance and repair of artificial surfaces of aerodromes within the competence of the Office.

  34. Transportation Security management Performs public functions in the area of transport security of transport infrastructure and vehicles in the field of air transport (civil aviation): - The accreditation of specialized organizations in the area of transport security, accounting of transport infrastructure and vehicles, approve plans for transportation security, categorization and assessment of transport infrastructure and vehicles in the field of civil aviation air transport; - Organization and conduct of the established procedure of mandatory certification of legal persons whose activities are directly related to aviation security; Traffic Regulation management 1. Management within its competence, shall exercise the powers of compulsory certification, licensing, permitting and other responsibilities (functions) in the field of air transport of civil aviation. 2. Management is involved in implementing the necessary measures to fulfill the obligations arising from international treaties of the Russian Federation in the sphere of activities of the Agency.

  35. Radio Support Safety and Telecommunications management 1. The Office carries out functions of control and the provision of public services for air navigation services users of the airspace of the Russian Federation, part of the radio-flight safety, aeronautical telecommunications, entities certification, carrying out and providing air navigation services for users of the airspace of the Russian Federation, the Unified System air Traffic Management (US ATM), the types of radio systems and flight safety and air traffic control (Department of Internal Affairs) as well as their production. 2. Management is involved in the preparation of project proposals for legal acts, as well as the development and implementation of measures aimed at fulfilling the tasks and functions deriving from the Agency scope of activity, within the framework of the Office.
