PROJECT BRIEF • BACKGROUND / RATIONALE • Aquino Administration core thrust : • Good Governance • Transparency and Accountability • Improved Public Services. • DTI + DILG initiative : Business Permits and Licensing System • Progress as of January 2012 : • 355 LGUs completed streamlining • 289 additional LGUs currently undergoing the streamlining process.

BACKGROUND / RATIONALE: • NCC conducted BPLS Client Satisfaction Survey from January 11- • February 10, 2012 to measure feedback of business community • Survey covered over 800 micro, small, medium, and large-scale enterprises across 185 cities and municipalities. • Six Client Satisfaction Surveys will focus on specific • public services to receive feedback on governance, transparency and accountability, and quality of delivery of public services.

OBJECTIVES: • Validate results of the recently conducted BPLS Survey in the identified areas; • Establish baseline BPLS data and other relevant information and, • Come up with M&E tool for possible replication and roll-out in other LGUs nationwide. • PROJECT DELIVERABLES • : • Six LGU reports • Improved BPLS M&E tool • .

DATES/AREAS OF IMPLEMENTATION: • 12-15 March 2012 ---Daraga and Tabaco, Albay • 19-24 March 2012 ---- Guinobatan and Legaspi, Albay, Naga & Iriga, Camarines Sur. • The pilot sites were selected on the basis of the number of respondents who participated in the BPLS survey, where the Bicol accounted for 31% (266 out of 763) of the total respondents

PROJECT IMPLEMENTATION MECHANICS: • SCOPE OF WORK: • Conduct Field Monitoring / LGU Baseline Data Capture Form • Face to face interview with the Mayor and/or the head of the BPLO of Daraga and Tabaco, Guinobatan and Legaspi (Albay), Naga and Iriga, (Camarines Sur) • Present and probe further on the results of the BPLS Survey • Conduct face to face interview using BPLS Client Satisfaction Survey • 3 survey respondents who participated in the survey • 3 businessmen who did not join survey

PROJECT IMPLEMENTATION MECHANICS: • NCC, in partnership with the Bicol Competitiveness Committee, tapped two universities in the region. • Universities provided 4 student researchers and one faculty team leader to take part in the conduct of the field monitoring project in all identified areas. Student researchers were 3rd or 4th year students of Economics or any social science course • Researchers were trained and initially assisted NCC in the Daraga and Tabaco and will continue the following runs in Guinobatan and Legaspi in Albay and Naga and Iriga in Camarines Sur. • Universities will prepare field monitoring report

STATUS • March12-14 - Completedpilot run in Daraga and Tabaco, Albay • March 19-23 - On-goingGuinobatanand Legazpi, (Albay) and Naga and Iriga (Cam Sur) • March 24-26 - Report Writing • March 27 - Submission of reports to NCC • Moving Forward: ROLL-OUT IN 14 LGUs NATIONWIDE (Cebu,Iloilo,Davao, CDO & Pampanga) TO COVER THE 20 TARGETS FOR THE YEAR.
