  1. DIESEL Project Introduction Dr.Wijarn Simachaya Director of Air Quality and Noise Pollution Control Department

  2. Background PM : main emission problem in Asia • CAI-Asia conducted DIESEL pilot project in Bangkok • The ultimate goals of the project are: • To gain a better understanding of factors affecting in-use diesel vehicle emissions. • To assess alternative mitigation options to assist decision making in developing countries.

  3. Challenges • Local, national and international cooperation • In-depth data used • Resources to finance the DIESEL Pilot • From strategy to real-world implementation • Long-term sustainability and continuous updating of information

  4. Organization Structure Advisory Operational • Local Steering • Committee • Chair • Representative from:PCD, DLT, BMTA, BMA, DEB, DFE, PTT, OEPP, Operators, Universities • Project Management Team • Manager (PCD) • Coordinator • Technical Advisor • Assistant Bangkok • Advisory Committee • AQM specialist • Transport policy sp. • Development sp. • Vehicle technology sp. • Fuel sp. • CAI-Asia: Sub-committee • Funding partners • Two Regional Reps. International

  5. Outputs/Outcomes • Viable and affordable policies and technical options to reduce diesel vehicle emissions • Improved database/data collection systems • Disseminate research findings through the CAI-Asia networks to other cities

  6. Progress Component 3 Component 1 Component 2 Diesel Pollution Reduction Strategies Development Bangkok Emission Database Development Diesel Pollution Reduction Options Development Jan 06 – Dec 07 Jan 04 – Jun 07 Jun 05 – Dec 05

  8. Number of Diesel Vehicles Bangkok road route Symbols express way main road rail system Chao Phraya • Number of buses in 2003 • BMTA buses= 3,609 • Private buses =3,136 • Minibuses = 1,176 • Minivans= 2,069 • Vans =5,331 • In-use diesel vehicles in Bangkok • Light duty diesel vehicles~ 1,000,000 • Light duty diesel trucks~ 70,000 • Heavy diesel vehicle~ 46,000 a/c bus Hot bus total • Diesel vehicle driving distanceper year • Light duty diesel vehicles10,000 – 12,755 miles • Light duty diesel trucks4,500 – 20,140 miles • Heavy duty diesel vehicles3,800 – 18,211 miles Source: BMTA, 2003

  9. Stratified Survey • PILOT SURVEY: Focus mainly on light duty. Extensive review of lessons learned. • MAIN SURVEY: Surveys of drivers/owners of nine vehicle types • Light Duty: Surveys at DLT - 815 vehicles • Heavy Duty: Surveys at BMTA and companies – 84 organizations
