  5. LIHEAP purpose • LIHEAP is “to assist low income households, particularly those with the lowest income, that pay a high proportion of household income for home energy, primarily in meeting their immediate home energy needs”

  6. LIHEAP Energy BurdenTargeting Study • Question: Does the LIHEAP program target high burden households? • Answer: LIHEAP serves high burden households at a higher rate than other households. However, high burden households do not receive significantly higher benefits than other households.

  7. What is High Burden? • Severe housing burden: Expenses greater than 50% of household income. • Energy share: On average, energy is 22% of housing costs. • Severe energy burden is defined as the “energy share” of severe housing burden (11% of income).
