EPAN Good Practice Information System Study

This study aims to collect the needs of the EPAN and analyze existing Good Practice Information Systems to propose efficient management methods for good practices at different levels in the EU. It does not aim to develop a new system but focuses on known GPIS.

Objectives of the study • Collecting the needs of the EPAN (currently only eGovernment WG) for an “EPAN Good Practice Information System“ (GPIS) which could be useful • for the EPAN members • for all the administrations at the different levels of the EU. • Analyzing existing or planned "Good Practice Information Systems", in order to propose some ways to assure, using one or a combination of the existing or planned systems, the management of good practices in the different areas and at the different levels in the most efficient way, both for providers and users. Limits of the study • This study does not aim at developing a new "Good Practice Information System" for the EPAN by "reinventing the wheel". • This study is a short term mission (started 20/01/2005), with very limited number of person days. • This study is focusing on the global, pan-European, and most known GPIS. Trying to build a comprehensive, and extremely large, list is not the goal of this study. EPAN, eGov WG, 24.02.2005EPAN GPIS

  11. Questionnaire’s status • Some answers to the questionnaire have been received. We thank all countries who already answered for their contribution to this study. • For making the synthesis as relevant as possible, it would be useful to get more answers in the two coming weeks.   12. 11 02 2005 EPAN IPSG activities related to GPIS - 1 • An exploratory meeting was held between • Information Society and Media DG(Good Practice Framework, GPF promoters), • GERMANY, for the IPSG, • Deloitte Consulting (as an observer for the Luxembourg Presidency).   13. 17 02 2005 EPAN IPSG activities related to GPIS - 2 • IPSG has decided during its meeting in Amsterdam (11-12/11/2005) : • “Germany is asked to explore the possibilities of working together with the European Commission” • A second meeting, including Bearing Point (GPF contractor), will be organized by Germany to discuss further the possibilities of co-operation with the European Commission. • A specific survey will be set-up for IPSG members. First concrete and generic findings • Many GPIS are not really databases but only (static) web sites • English is the most common support language (site & cases) • Transferability, and reuse, are not primary concerns • No standardized template, for case documentation, seams to be emerging • Data are not that recent (not necessarily an issue) • Determining if a GPIS is regularly updated is not easy For discussion EPAN, eGov WG, 24.02.2005EPAN GPIS
