Recap! • Who is Lord Durham? • Governor General of BNA sent in 1838 to discover the cause of the 1837 rebellions and come up with some solutions. • Lord Durham Background 1792-1840 • Known as radical jack because of his radical policies. He wanted to educate the poor and give people more control in government • He also decided to free patriotes still in jail from the LC rebellions as well as exile the leaders

  3. THE DURHAM REPORT • 1. The two colonies of UC and LC should become one colony called the united province of Canada • What is a result of this action? • 2. The united colony should have responsible government. • What is responsible government? Give an example. Unites English speaking people giving the English a majority in the Legislative Assembly. Members of the Executive council would be chosen by the leader of the largest group in the Legislative Assembly instead of chosen by the Governor. **This is how canada works today!

  4. The Act of Union 1841 • Joined UC and LC together as the United Province of Canada • This eliminated two separate governments and made one with equal representation from Canada West and Canada East • English becomes the official language of government

  5. Lord Elgin • The New Governor • Enforce Responsible government • First test of responsible government came when the Rebellion Losses Bill was presented to the Legislative Assembly • What do you think this bill was about? • People of Canada West wanted money for the property damage done during the 1837 Rebellion

  6. Result of this Bill? • The Tories were strongly opposed to the rebellion losses bill because they felt the rebels were traitors. • Governor Elgin agreed but now that there was responsible government, he had to follow the wishes of the Legislative Assembly and they wanted the bill passed • So bill was passed which made the Tories furious and lead to riots in Toronto and Kingston (Ontario). They threw rotten eggs at him and other rotten vegetables at the Legislative assembly and even set the parliament building on fire!

  7. What are your thoughts? • Do the tories have a right to do this? Why or why not? • What is a short term effect and long term effect if the Tories somehow were able to change Lord Elgins mind and have him reverse the bill being passed

What happened: • Protests eventually faded out, but the bill remained • Thus ensuring that responsible government is working • Tories may have given up mobs and protests, but they weren’t done fighting • 300 of them signed the Annexation Manifesto- proposing that the Province of Canada drop ties with Britain and JOIN the United States

  9. Formation of Political Parties • With responsible government the party that the most elected members controlled the Legislative Assembly (consequently, becoming the government) • Therefore, members of parliament began to unite together and form political parties

Life in the Province of Canada • In 1840: 80% of men worked in either agriculture or lumbering. • Canada East (formerly LC): • Habitants who still worked the long narrow seigneurials • Quebec pop- 31,700/ Montreal (capital) pop-40,000 • Cities were the centers of business activity • Canada West (formerly UC): • Main crop was wheat (Britain had lower import duties on wheat which made millers very prosperous) • Toronto pop- 15,000/ Kingston (capital) pop 3000 • Began developing gas lights and sewers

Transportation and Communication • Canals • Lachine Canal • Welland Canal • Rideau Canal (provided a safe route from UC and LC completely in BNA territory, unlike the St. Lawrence which bordered the United States and could be attacked by Americas • Railways- • Cheaper then canals • Connected BNA and US cities • Communication • By 1847 messages could be sent by telegram!
