  1. A-TEAM: Advanced Training for Emergency Assessment and Management IST - 1999 - 10176 First project review October 30, 2000

  2. founded in 1987 in Berne, Switzerland Team resources:  5 scientific collaborators and 12 software engineers Annual turnover 1999: 2‘125 K EURO ISO 9001 Certificate (SGS Cert.Nr. 90235-1) Close cooperation with other companies in the same domain ASITSafety and Information Systems in Transport Ltd. A-TEAM: Test Case Switzerland (WP11)

  3. A-TEAM: Test Case Switzerland (WP11) Activities of ASIT

  4. A-TEAM: Test Case Switzerland (WP11) • The Swiss training cases refer to the needs of the most important potential end users: professional and voluntary fire fighters. • There are two different kind of training lessons according to the persons to be trained: Training Cases (1) SUBJECT ORIENTATED LESSONS(for lower level fire brigade staff: firemen and -women) (2) SCENARIO BASED LESSONS (usually for the higher level staff) (a) Multiple user, single view exercise with (simulated) other actors (b) Multiple user multiple view exercise parallel with real time simulations

  5. Identified potential users in Switzerland: Professional fire brigades (training of the whole team: officers, soldiers, specialists) Voluntary fire brigades (big centre brigades and small brigades) Swiss Fire Fighters Association(training of fire brigade officers) Fire brigade of chemical industries Fire brigade of big railway companies(training of emergency service) Airport emergency services Cantonal offices of environmental protection(training of chemical specialists) Army services(nuclear and chemical protection) A-TEAM: Test Case Switzerland (WP11) Potential Users (who is to be trained)

  6. A-TEAM: Test Case Switzerland (WP11) Learning objectivesLower level staff

  7. A-TEAM: Test Case Switzerland (WP11) Learning objectivesLower level staff (continuation)

  8. A-TEAM: Test Case Switzerland (WP11) Learning objectivesHigher level staff

  9. A-TEAM: Test Case Switzerland (WP11) Learning objectivesHigher level staff (continuation)

  10. (1) Subject orientated lessons ...can be carried out by single trainees or groups (single and multiple user) ...are normally suited for lower level firemen Elements of these lessons are multiple choice tests and multimedia contents A-TEAM: Test Case Switzerland (WP11) Training lessons (how to train) (2) Scenario-based lessons • ...will usually be carried out by groups (but also by single trainees) (multiple user exercise with [possibly simulated] other actors; all having the same view = single view). • ...are normally suited for higher level fire brigade staff • Elements of these lessonsare subject orientated multiple choice tests and multimedia contents, and simple simulations of specific aspects of an emergency situation (gas dispersion, fire and explosion models, heat flow in tunnel fires, ..)

  11. A-TEAM: Test Case Switzerland (WP11) Principles for the training lessons Subject orientated lesson: Example Base knowledge for railway intervention

  12. The Swisstest case scenarios will refer to transportation accidents on road or railway: Railway tunnel Road tunnel Railway station Road in town A-TEAM: Test Case Switzerland (WP11) Principles for the training lessons Scenario-based lessons:

  13. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios RAILWAY TUNNEL Example: Fire on a freight train (or passenger Train) in a one tube tunnel with bi-directional traffic without dangerous goods (DG) involved. Image: Fire in the Leinebush-Tunnel, March 1999

  14. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios RAILWAY TUNNEL Topics of the lesson can be: • Emergency plan • Alarming and communication • Emergency command • Emergency site organisation • Simulations (heat flow, oxygen, smoke density) • Water transport over long distance • Intervention under respiratory equipment • Rescue actions in the tunnel • Medical service • Special services railway company (electric service,...) • Fire extinguish- and rescue train

  15. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios ROAD TUNNEL Example: Rear-end collision of cars and heavy vehicles in a one tube tunnel with bi-directional traffic; development of a long cue; cars/ vehicles get on fire; vehicles with combustible load (e.g. wood) involved Image: After the Fire in the Mont Blanc Tunnel, March 1999

  16. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios ROAD TUNNEL Topics of the lesson can be: • Emergency plan • Alarming and communication • Emergency command • Emergency site organisation • Simulations (heat flow, oxygen, smoke density,...) • Water transport over long distance • Intervention under respiratory equipment • Rescue actions in the tunnel • Medical service

  17. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios RAILWAY STATION Example: Derailment of a tank car in the station area; release of liquid DG with high evaporation pressure (toxic, explosive); if wagons of LPG (Propane) are involved  BLEVE hazard Image: Example of a Propane BLEVE; Santa-Fe Railroad

  18. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios RAILWAY STATION Topics of the lesson can be: • Emergency plan • Alarming and communication • Emergency command • Emergency site organisation • Simulations (heat flow, explosion,...) • Water transport over long distance • Intervention under respiratory equipment • Rescue actions • Medical service • Special services railway company (electric service,...) • Fire extinguish- and rescue train • Evacuation of people in houses

  19. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios ROAD IN TOWN Example: Accident of a road tank lorry (articulated lorry) on a road in town carrying petrol; the tank gets ruptured and the spilled petrol catches fire. Image: Road Tank Lorry Accident in Zurich, August 1998

  20. A-TEAM: Test Case Switzerland (WP11) Training lessons: Emergency scenarios ROAD IN TOWN Topics of the lesson can be: • Emergency plan • Alarming and communication • Emergency command • Emergency site organisation • Simulations (heat flow, explosion, toxic gas dispersion,...) • Water transport over long distance • Intervention under respiratory equipment • Rescue actions • Medical service • Evacuation of people in houses

  21. A-TEAM: Test Case Switzerland (WP11) Language The training tool for Switzerland resulting from the A-TEAM project should be available in German. Versions in FrenchandItalian are foreseen for a later implementation according to user requirements.

  22. A-TEAM: Test Case Switzerland (WP11) Evaluation of the training lessons Subject orientated lessons: Evaluation is made on the base of points / marks Scenario based lessons: Evaluation is made on the base of action log and discussion trainer/ trainee after the lesson For both types of training lessons in the Swiss training tool, no certificate about successful participation is needed.
