  3. Tribes and Tribal Organizations • Tribes and Tribal Organizations.  As provided in section 102(13) of Pub. L. 103-413 (the Indian Self-Determination Act Amendments of 1994), a tribal organization, when carrying out a contract, grant or cooperative agreement under the Indian Self-Determination and Education Assistance Act, is deemed an executive agency for purposes of subsection 201(a) of the Property Act. (25 U.S.C. § 50j(k)).  Additionally, if the self-determination contract contains a provision authorizing interagency motor pool vehicles and related services, as provided in section 103 of the Indian Self-Determination Act Amendments of 1994, the tribe or tribal organization is eligible to use GSA Fleet vehicles and related services, if available. (25 U.S.C. § 4501) (Authorization to use GSA sources of supply under the authority cited in this paragraph does not include purchases for resale unless the contract, grant, cooperative agreement, or funding agreement authorizes such activity.  Information on the authority for resale must be provided to GSA, and based on that information, GSA must concur.)

Ordering through MAS • MAS simplifies the ordering process by providing agencies access to Government-wide contracts with vendors for commercial vehicles and products. • Vehicles available on MAS are not covered by the Federal Vehicle Standards. • With MAS, you can: • Order directly from vendors • Use GSA Advantage to order online at www.gsaadvantage.gov • Use Schedules E-Library to access vendor contacts at www.gsaelibrary.gsa.gov • Place order through GSA with 1% surcharge • GSA Automotive’s MAS POCs: • Jeffrey Meyers 703-605-2951 • Cheryl Capers 703-605-5591

AutoChoice RegistrationInstructions for Tribal Organizations • Each Organization must assign an AutoChoice POC • Before registering in AutoChoice, POC should contact GSA Automotive for set-up information • POC will be responsible for providing registration information to additional users • POC will be responsible for administering users • POC must provide certification of ordering authority for user’s needing ordering rights. • Contact GSA CARS Line @ 703-605-CARS (2277) to register your organizations POC.

AutoChoice RegistrationInstructions for Tribal Organizations • Must have a GSA assigned Activity Address Code (AAC) to order from AutoChoice. • Provide our office with AAC so we can determine which Agency/Bureau your organization is registered under.   22. Important InformationBefore you Place Orders • Submission of Orders constitutes an obligation of funds to GSA. If funds are not available you will be in violation of the Anti-Deficiency Act. • Orders are submitted directly to vendors. Once in vendors Ordering Bank changes cannot be made. Please ensure order is correct before submitting.

  23. Important InformationAfter you Place Orders • GSA pays vendor when vehicle is shipped and then bills customers AAC. • Light Vehicles – Dealer Delivery standard • Heavy Vehicles – Consignee Delivery standard • Customer responsible for obtaining Tags.
