Recommendations from Commissions • December 9, 2013 – Transportation Advisory Commission • Staff Recommendation: • No Project Alternative • Central District, South Fair Oaks, & Lincoln Ave Alternative • Jobs-Housing Balance Alternative (2 Options) • Reduced Air Quality and Noise Impact Alt. • Action: Referred to General Plan Sub-Committee

Recommendations from Commissions • December 11, 2013 – Planning Commission • Staff Recommendation: • No Project Alternative • Central District, South Fair Oaks, & Lincoln Ave Alternative • Jobs-Housing Balance Alternative (2 Options) • Reduced Air Quality and Noise Impact Alt. • Action: • Remove the Jobs-Housing Balance Alternatives • Provide a new alternative that combines Planning Commission and TAC direct

  4. Recommendations from Commissions • January 9, 2014 – Transportation Advisory Commission • Action: • EIR should analyze VMT/capita, not LOS • Remove the Jobs-Housing Balance Alternative • Develop an Efficient Transportation Alternative • Increase caps in Central District, South Fair Oaks, and Fair Oaks/Orange Grove Specific Plans • If necessary reduce in other places • Do not downzone areas in the Air Quality & Noise Alternative and explore mitigation measure

Recommendations from Commissions • January 22, 2014 – Planning Commission • Staff Recommendation: • No Project Alternative • Central District, South Fair Oaks, & Lincoln Ave Alternative • Efficient Transportation Alternative • Reduced Air Quality and Noise Impact Alt. • Action: • Approved staff’s recommendation modifying Alternative C by eliminating the portion regarding increasing and decreasing caps to certain specific plans

  6. Project Alternatives • Purpose of CEQA: • Inform decision makers about possible impacts • Show ways to reduce (“mitigate”) impacts • Project Alternatives: • Analysis compares impacts of project versus alternatives • Should lessen impacts • Should have a reasonable range of alternatives • Should attain most of the project’s objectives

  11. Jobs-Housing Balance Alt. • Result of community input • Rejected by Planning Commission and the TAC • Concerns regarding: • Practical feasibility • City’s place in the region • Reliance on a simplistic ratio or formula • Led to focus on traffic & transportation

  12. Efficient Transportation Alt. Recognizes the direction of Senate Bill 743 by analyzing VMT/capita and not level of service Develop an alternative focused on efficient transporation Uses VMT/capita to measure efficiency Impact of the draft General Plan on VMT is not yet known Difficult to predict what exactly must be done to achieve VMT/capita

  13. Air Quality & Noise Alt. • Impacts are highest within 300-500 feet from freeways • Changes the land use designation 500 feet from freeways • Multi-family becomes single family • Mixed use becomes commercial • Does not change proposed caps
