  2. The idea of consulttation • To achieve a regulation that • Fulfils its aim and purpose • Works in real life

  3. Consultation –when, what and how • In appropriate way in the course of the regulatory cycle • Relation with the RIA • What do we (regulators) want: information, facts, opinons, ideas, proposals etc. • Clear questions > clear answers • From hearing/consultation to participation/deliberation

  4. Who and where are the users? • Represented in groups and organisation > lists of those • Special categories • Marginalized/not interested groups and individuals in different societies • Meeting people where they are > work at fields

  5. The responsibility of the regulator • Efficient preparation (incl. consultation) > results • Keeping the balance > trust • Keeping the costs reasonable

  6. General conditions and framework • Openness of the administration and access to information • Transparency of the regulatory process • Clear standards > a systematic process • Good consultation practice (incl. feed-back) > preventing frustration • ICT giving additional possibilities > a platform for ideas and debate

  7. Conclusion • Consultation – participation – deliberation is not separate from other influencing and participation in a democratic society • How to reach and maintain the interest of the consulted?
