Budget Monitoring Creating Conditions for Success and Holding the System Accountable • Monitoring of the District’s Finances: • Financial Reports Code of Iowa 291.7  MONTHLY RECEIPTS, DISBURSEMENTS, AND BALANCES.  The secretary of each district shall file monthly with the board of directors a complete statement of all receipts and disbursements from the various funds during the preceding month, and also the balance remaining on hand in the various funds at the close of the period covered by the statement, which monthly statements shall be open to public inspection. *See Balance Sheet example (white paper) in meeting packet.

  19. Legislative Update: • What Happened During the 2010 Session?

  20. This past year . . . Successful on many fronts including: • Defeated most unfunded mandates • Killed bills that expanded scope of bargaining • Headed off thoughts of raiding state penny • Maintained some ISL funding • Delayed setting FY 2012 Allowable Growth • Funding for education was better than anticipated

  23. What to expect in 2011 • Potential for significant changes in the Statehouse – new people = learning curve • Potential for new leadership so new priorities and focus • Less money than this year unless new federal money surfaces – state is out of one-time money
