Program Capability & Standards • Search and retrieval of structured & unstructured data: • Comprehensive law enforcement information sharing effort: • Enterprise Solution for LE information sharing • Regional data warehouse; web based services using VPN, and 256 bit SSL • Shared data retrieval, entity extraction & analytical tool applications • Composite record of all integrated data; structured & free-text data • Enhanced relationships among LE agencies: • Leadership provided by NCIS as federal law enforcement agency for DoD • Executive Governance: commitment to share all data across participating jurisdictions • LE agencies leverage reporting of 800,000 LE “collectors” throughout U.S. • Local LE data key to provide critical intel to federal CT efforts • Meets NIJ & DoD technical standards: • GJXDM/NIEM compliant, with open systems architecture • Federal & state FOIA, Privacy Act & disclosure requirements compliant • DoD DITSCAP & FIPS security certification standards • Local, county, state & federal LE agencies records shared regionally • Complimentary to “One DOJ” & CJIS N-DEX Programs • Coordination with DHS Information Sharing efforts & participation in LInX NW • Local governance by Sheriffs, Chiefs & SAC’s is critical • Inter-governmental strategy for national LE information sharing • 28 CFR Part 23, compliant; but not an intelligence system Law Enforcement Information Exchange (LInX)

LInX Successes • HR LInX provides leads to identify & arrest suspect in murder of Norfolk Police Officer • NCR LInX helps solve violent home invasion and vehicle theft recovery in Montgomery, CO • Seattle PD & FBI JTTF identified Ethiopian violent drug/gang members in Everett,WA • King County SO solves shooting of Navy sailor with “alias” name match • Seattle PD solved Pioneer Square homicide investigation • NCIS Seattle identifies multiple narcotics dealers through LInX • NCIS in Jacksonville solves aggravated assault against sailor • Seattle PD solved 21 year old “cold case” homicide • FBI Seattle solves identity theft ring; securities fraud case & violent criminal gang case • Jacksonville, FL Police solve major identity theft ring with more than 200 victims • NCIS identifies methamphetamine distributor to Navy in Jacksonville, FL • Honolulu PD arrests murder suspect based on “street name” query of LInX Hawaii • NCIS Seattle arrests civilian suspect in malicious shooting of Navy sailor • DEA Seattle identifies major narcotics distribution network & multiple arrests through LInX Law Enforcement Information Exchange (LInX)
