  2. The Cartagena Protocol on Biosafety is an international agreement (treaty), concluded and adopted in the framework of the Convention on Biological Diversity (CBD). What is the Cartagena Protocol on Biosafety?

  3. "In order to protect the environment, the precautionary approach shall be widely applied by States according to their capabilities. Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation." Principle 15 of the Rio Declaration on Environment and Development states:

  5. “ to contribute to ensuring an adequate level of protection in the field of the safe transfer, handling and use of living modified organisms (LMOs) resulting from modern biotechnology that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health, and focusing, in particular, on transboundary movements”. This objective is to be achieved in accordance with the precautionary approach. What is the purpose of the CPB?

  6. The Biosafety Clearing-House (BCH) is an information exchange mechanism established by the Cartagena Protocol on Biosafety to assist Parties to implement its provisions and to facilitate sharing of formation on, and experience with, living modified organisms (LMOs). BCH Definition

Article 20 of the Cartagena Protocol established the Biosafety Clearing-House to: (a) Facilitate the exchange of scientific, technical, environmental and legal information on, and experience with, living modified organisms; and (b) Assist Parties to implement the Protocol, taking into account the special needs of developing country Parties.   8. The BCH is the primary mechanism through which this information will be available, and is therefore a cornerstone of the Protocol’s biosafety regime. The BCH will be particularly important with regard to the transboundary movement of LMO-FFPs. Importance of the BCH

  9. Parties to the Protocol are obliged to make certain information available through the BCH. The BCH also gives countries access to important information provided by others: for example, about relevant national laws and regulations; about decisions other countries have made regarding specific LMOs; and about biosafety-related capacity-building initiatives and assistance.   10. It is essential for the successful implementation of the Protocol. Provides a “one-stop shop ”where users can readily access or contribute relevant biosafety-related information. This would assist Governments to make informed decisions regarding the importation or release of LMOs. Importance of the BCH

The Protocol requires Parties to promote and facilitate public awareness, education and participation on biosafety and to ensure that the public has access to information on LMOs that may be imported. In accordance with their laws and regulations, Parties are to consult the public in the decision-making process regarding LMOs, make the public aware of the results of decisions, and inform the public about access to the Biosafety Clearing-House.
