Property Assessment Assumptions • Individual parcels will be assessed for benefit received from sewer service • Assessment for any parcel will not exceed the benefit received • Initial Sewer Service Area = about 120 tax parcels • Final Assessments will differ from Preliminary Assessments • Final will use actual costs and funding, not estimates 17

  25. Letter of Concurrence Objective • EPA must issue a letter of concurrence before DOE can approve Facilities Plan or release funding • Concurrence: Project ‘Not Likely to Affect’ • Listed or Threatened Species • Provides ‘Net Environmental Benefit’ 24

Federal Consultation Process • Letter of Concurrence follows Consultation with Federal Agencies • Review of Facilities Plan with NEPA, Biological Assessment, Hydrogeological Evaluation and Archeological Study • Reviewing Agencies besides EPA include: • US Fish and Wildlife • Corps of Engineers • NOAA 25

Potential Environmental Concerns • Nitrates: • nitrification – denitrificantion reduction to <5 mg/L • Phosphates: • filtered by soil/vegetation from percolation basin to Matriotti Creek • Temperature: • reuse water cooled by fountain, percolation & vegetation shade • Pharmaceuticals: • SBR will remove more than existing onsite systems. MBR will remove more than SBR because of longer solids holding. Residual will be below medicinal dose & not affect humans. May still be a concern for aquatic life. 26
