  2. The Budget Cycle: Where Are We Now? • Initial Budget was approved by Budget Committee and ratified by the Council in November. • Now: Final Budget - based on actual expenditures - is approved by the Budget Committee and ratified by the Council.

  3. Reports for the Final Budget Meeting • Six Simple Questions and the Addendum to Six Simple Questions • Budget Summary Worksheet • Agency Invoice Trend (“Initial Budget” and “Final Budget). • Budget Comparison by Cost Center. • ICASS Data Summary.

  4. Budget Committee Actions: Final Budget Meeting 1. Approve the ICASS Final Budget and send it to the Council for ratification. 2. Review progress in achieving cost savings. 3. Discuss budget outlook for coming year.

  5. Getting Started: Six Simple Questions How does the Budget Committee start the conversation with the Financial Management Officer on the Final Budget? Easy. Use the Six Simple Questions!

  6. First Simple Question What are the differences between this Final Budget and the Initial Budget that the Budget Committee approved in November? • Major changes in the dollar amounts, up and down. • New USDH or LE Staff positions in ICASS.

  7. Question #2 Have there been changes in unfunded priorities since the Initial Budget? Unfunded priorities are requests for additional funding for specific items or projects current funding doesn’t cover. • Do the unfunded priorities address critical needs? • Have available funds been applied to priority areas? • How will post manage recurring costs?

  8. Question #3 What available funds does ICASS have and how are they being applied? • Carryover may be the largest pot of non-Target funds. • Furniture and Appliance Pool carryover is fenced. • Recoveries and proceeds of sale. • PYI and TDY invoices.

  9. Question #4 New ICASS Service Provider positions? • Are new US Direct Hire or LE Staff positions included in this budget? • Has funding been pro-rated to reflect when during the fiscal year the positions are actually filled?

Question #5 Report on Cost Savings Initiatives: • Progress this year in implementing cost-savings proposed in FY14 budget and those from previous years. • If funds are needed for implementation, are these included in Financial Summary and Key Issues as well as in Unfunded priorities? • Has a Working group been created to find cost savings and are Budget Committee members participating?

  11. Question #6 Budget Outlook for next year: • Any new initiatives that will affect ICASS? • Are there Customer Agencies in expansion mode? • Will there be changes in staffing requirements in ICASS?

  12. Vote to Approve the Budget • When you have finished your review of the Final Budget with the SP staff: • Vote to approve the Final Budget. • Make sure to document the vote. • Forward the Final Budget to the ICASS Council for ratification.

  13. One More Step The Budget Committee Chair and FMO attend the Council meeting to: • Present the findings from the Final Budget Committee meeting. • Answer questions from Council members on the Budget Committee’s Final Budget review.
