  2. The Swedish Energy Agency • The Swedish Energy Agency is a government agency for national energy policy issues. The Agency: • promotes an energy system that is economicalon resources and energy efficient, and that uses anincreasing proportion of renewable energy sources • works to ensure that there is a safe andreliable energy supply • works for efficient energy markets inwhich customers have a strong position • supports the achievement of the nationalclimate targets • works to enable the entire energy sector to prevent vulnerabilities, resist threats and risks and to manage crises, mitigate the effects of disturbances and assists other stakeholders in their work

Consequences of imbalances in power distribution • The amount of power that is produced at any given time is equal to the consumption at that given time. • There must always be a complete balance between production and consumption. • If the production isn't sufficient, a power shortage may occur which could cause a total black out. • The Swedish Transmission System Operator (TSO) – SvenskaKraftnät – may as a last measure order disconnection of parts of the regional power grids in order to reduce consumption. • The current system of disconnection affects all electricity customers in wide geographic areas. • Critical infrastructures and other customers of great importance for the society are not prioritised.

  4. ”Close cuts” • The Swedish TSO has never had to order disconnection due to power shortage – but several times it has been close to. • A power shortage could occur if there is a shortage in the hydro reservoir storages (as in 1996 and in 2003) and some nuclear power reactors are shut down during winter season. • On three occasions during the 21th century the Swedish TSO has called on the regional power distribution companies to prepare for disconnection.

The Swedish Energy Agency – commissioned by the Government • Has analysed the technical and legal possibilities (2004) • Has developed a planning process for prioritisation (2007) • Has tested the planning process at local level during 2008 and at regional level during 2009 • Educates all local municipalities, county administrative boards and regional and local power distribution companies during 2010

I in brief… • Central authorities give directions and provide other inputs for the work. • The local municipalities identify electricity customers of great importance for the society . • The regional and local power distribution companies clarify how these can be prioritised technically • The local municipalities and the power distribution companies suggests how single distribution lines shall be ranked. • The county administrative board takes a decision regarding in which order the single distribution lines should be disconnected. • The power distribution companies implement the decision and prepare for disconnection in the event of a power shortage.

Overall work ahead • National information and education (2010) • Extended evaluation of the power distribution companies participation in Styrel (2010) • Development of a policy document for the planning process (2010) • Amendments to the Electricity Act and relevant regulations etc. (2010) • Implementation of the first planning process in accordance with Styrel (2011)
