  2. Objectives How HispNet operates, Who can participate in HispNet, and How HispNet can influence DHS

Employee Resource Group (ERG) Policy • ERG: an officially chartered group that is organized around shared cultural identity(ies) to support historically underrepresented DHS employees and/or underserved client populations. An ERG is an utilization of the agency’s own talent to serve as internal subject matter experts (SMEs). • Main Goals of ERG’s: • Recruit and retain a diverse workforce • Provide mentoring and leadership development • Improve client services to achieve more equitable outcomes • Engage communities through relationships and collaboration

HispNet: A History • HispNet became an official ERG in January of 2016. • Before HispNet became an ERG, however they were acting as the statewide Hispanic Advisory Council. • History goes back to 1991 and compliance with the Civil Rights Act of 1964. • The roots of our goals come from the Hispanic Services Program, • Recruitment and Retention of bilingual/bicultural staff, • expanding outreach to Oregon’s Hispanic communities, and • providing language access.

Members Who can be a Member? • All DHS Staff regardless of position, program area or racial/ethnic identity. • Allies are always welcome. • Community members • Staff from partner and other state agencies. • Folks from the general community that have an interest in fostering equity and inclusion at DHS. Have you turned in your signed ERG form to become an official member?

  6. ERG Member Hours • A) 8 hours for regular members • To attend meetings and activities • Reasonable travel time should be considered paid time in addition to the 8 hour allowance • depending on distance and location of the activity • Supervisors reserve the right to ask employees on a one-time basis to not attend due to: • An emergency • Coverage • Workload issue • Unavoidable budgetary issue • B) 16 hours for ERG Officers/Leadership • To conduct ERG business on behalf of the agency • C) Supervisors should reassign or reschedule work to allow for participation, where it would not constitute and undue burden on operations

ERG Member Hours D) If an ERG requires additional time beyond what is allowed, the request shall be discussed with the employee’s direct supervisor or manager; they are strongly encouraged to grant reasonable requests for legitimate ERG related business - I.E. regular meetings, attending job fairs, hiring committees, mentoring, etc. E) If an employee believes that there is an ongoing pattern of refusal by their supervisor to not allow attendance at an ERG, they may: - directly address this with their supervisor - appeal to the next level of management who will consult with the program/field, Office of Human Resources, and Office of Equity and Multicultural Services to issue a response Folks who can also assist in addressing “E” above include member mentor and our District Manager Liason.

HispNet Leadership Elected Officials Sponsor and Supports • Only DHS staff can serve as elected officials • Chair – Diana Sapera, Child Welfare Oregon City • Co-Chair – Elisa Cervantes, Self Sufficieny The Dalles • Secretary – Nancy Lara, Aging and People with Disabilities Hillsboro • Back up Secretary – Aurora Morales, Aging and People with Disabilities Hillsboro • Treasurer/Finance Officer – Linden Willie, Self-Sufficiency Eugene • Back up Treasurer – Estrella Gutierrez, Self-Sufficiency Portland • Executive Sponsor – Ashley Carson Cottingham, APD Director • District Manager Liaison – Stacey Ayers • OEMS Liaison – Rebecca Arce

HispNet Leadership HispNet Subcommittee Subcommittee Members • Made up of HispNet leadership and general members. • Set agenda for quarterly meetings • Assist the work groups through facilitation • Bring forth issues and solutions to make the group cohesive and meet our goals. • Open to all members who would like to participate. HispNet Chapters • Interested in creating a local chapter? • Discuss your interest with the chair or co-chair • Discuss and earn the support of your local top management • Identify a Management Advisor for the local chapter • Find and meet at least 5 other interested employees • Complete the DHS Local ERG Chapter Application and submit to OEMS • Chapters are a great way to serve as an advisory committee to district leadership and • promote access to services & equity for the Hispanic community. • Current Chapters: • District 4 – Humberto Nation, Chair and Miguel Padilla Co-Chair • District 2 – Co-Chairs Adele Newton and Estrella Gutierrez with Juan Lopez, Management Advisor • District 16 – In Development with Amada Gilson-Moreno, Catalina Rodriguez, Jasmine Diaz

  11. HispNet Budget • Each ERG is allocated $2,500 each fiscal year. • July 1-June 30. • The Statewide ERG and the Chapters share the $2,500. • Budget requests are made in the annual report for the following year. They can be amended. • OEMS processes the invoices. • Check with your district about funds for ERG chapters – Possible $500 per program in District
