Objectives of Priority 5 “Food Quality and safety” • To assure the health and well-being of European citizens through a better understanding of the influence of food intake and environmental factors on human health • To provide European citizens with safer, high-quality and health-promoting foods, including seafoods, relying on fully controlled and integrated production systems Reliance in particular on biotechnology tools and the latest results of genomics research

Invitation to submit Expressions of Interest An opportunity for Europe's research community to help prepare for the first calls of FP6 Call published: 20/3/2002 - Closing date: 7/6/2002 • Invitation to submit expressions of interest (EOI) to participate in research actions for topics throughout the seven thematic priorities of the Specific Programme Proposal using the new instruments "Integrated Projects" or "Networks of Excellence” • An EOI consists of: • One administrative form (contact information submitter and abstract) • A short document (no longer than five pages) addressing rationale for proposing the research action, objectives and general approach foreseen to achieve them, need and relevance, integration and structuring effect, etc.

Invitation to submit Expressions of Interest • Over 15.500 EOI submitted across the seven thematic priority areas by June 7, 2002 (closing date) • 1156 attributed to priority 5 “Food quality and safety” (8% of the total response) • 148 EOI were doubles or multiple entries • 1008 retained for analysis

Assessment of Expressions of Interest from priority 5 “Food quality and safety” • Primary screening for eligibility criteria described in the call carried out by the Commission services • 489 EOI were classified as “out of scope” • 519 EOI kept for assessment by high-profile independent external experts • 85 experts invited and distributed over eight multidisciplinary panels covering the seven research areas of priority 5

Assessment of Expressions of Interest from priority 5 “Food quality and safety” • 53 topics addressing important aspects of food quality and safety and worthy of consideration for treatment by the new instruments were identified. • These topics originate from the top EOI submitted and examined. • This valuable outcome will be extremely important in preparing the Work Programme • It is evident that not all topics can be covered by the Work Programme due to budget limitations

Examples of topics derived from EOI and linked to plant sciences which were selected by the priority 5 experts • Impact of food on health • Enhancing health benefits of cereals in the diet (IP) • Dietary fatty acids: optimised supply and response (NOE) • Safer and environmentally friendly production methods and healthier foodstuffs • Exploitation of plant biodiversity to reduce pesticide application for disease control (IP) • Safe production under biotic and environmental stress conditions (IP) • High throughput phenotyping and metabolic analysis for optimising end product quality in food crops (IP) • “Tilling” as a reverse-genetics approach to improve food crops (IP) • Improving nutritional value and sustainability in cereals (IP) • Biological Engineering of Soil-Roots Interactions (IP) • Impact of animal feed, on human health • New strategies to improve grain legumes for food and feed (IP)

From EOI assessment to the priority 5 Work Programme for the first FP6 calls • Work on the preparation of the Work Programme for the first calls of FP6 started after completion of EOI assessment in July 2002 • Preparation of the Work Programme by the Commission services involves input from inter-service consultations, Expert Advisory Group on “Food quality and safety” and the Programme Committee • A conference marking the launch of the Sixth Framework Programme will take place in Brussels on November 11-13 2002 • Adoption of Work Programme expected at the end of November 2002 • Publication first calls for proposals in the Official Journal expected at the end of November 2002

Assessment of Expressions of Interest from priority 5 “Food quality and safety” EOI assessment performed in two stages (remote and panel discussion in Brussels) The objective of each assessment panel was to identify: • Research topics considered ready for implementation via a new instrument and of the highest relevance to Europe. • Research topics of strategic importance for Europe but not yet mature enough for implementation via new instruments. • Research topics out of scope of the programme or of low strategic importance for Europe. • Areas of the programme not covered by EOI.
