Parental Involvement PDCA2009 - 2011 • Our focus is “School, Family, and Community Partnerships.” • The Joyce Epstein Standards and Model of Parental Involvement; “Keys to Successful Partnerships: Six Types of Involvement.” • To promote meaningful parent and family participation • To raise awareness regarding the components of effective programs • To provide coordinated planning and evaluation tools to help meet NCLB requirements for family involvement (Section 1118) • To provide a comprehensive schoolwide plan to address the importance of communication between teachers and parents (School Action for Excellence Checklist)

Parental Involvement PDCA2009 - 2011 • In order to complete your PDCA pages for Parental Involvement you will have to identify the following: • Timeline • Person Responsible for Implementation of specific materials, activities, and resources • Academic /Professional Learning Measures of Progress to support your specific materials, activities, and resources • $Resource Allocations$

  4. Parental Involvement PDCA2009 – 2011 The following documents are needed: • Parental Involvement PDCA • Parental Involvement 2009 – 2011 Toolkit Section • Input from Parent Advisory Council regarding strategies and funds

  5. Parental Involvement PDCA2009 - 2011 • Strategy #1 – “Parenting”, assist families with parenting skills and setting home conditions to support children as students. Also, to assist schools to better understand families. -Use Toolkit to add aligned materials, activities and resources to support strategy . -Complete timeline, person responsible, measures of progress and resource allocations for that strategy. • Please use this same process for each strategy. Please add any materials, activities or resources not listed to your toolkit. The PDCA/toolkit is a working document. Note: Strategy #1 also meets the criteria for Staff Development regarding “training teachers to better understand families/parents.

  6. Parental Involvement PDCA2009 - 2011 What it looks like: 1. Assist families with parenting skills and setting home conditions to support children as students. Also, assist schools to better understand families. (Add aligned activities from Parental Involvement Toolkit )Monthly workshops, math night, parent resource center, teacher in-service to better understand parents, and Parent Organizer

Parental Involvement PDCA2009 - 2011 • All MCPSS Title I schools will hold an Annual Title I meeting • Sign-In sheets for school annual meetings • An agenda of the school’s annual meeting is available with appropriate Title I topics addressed (only Title I information on the agenda) • Copy of Agenda and sign-in must be submitted

Parental Involvement PDCA2009 - 2011 • Interviews with LEA staff and principals reflect that a clear process is in place for all Title I parents to have the opportunity to be involved in decisions regarding the 1% set-aside funds. • Interviews with parents reflect they understand the process of how they can be involved in decisions made regarding the 1% set-aside funds. Parents understand they are making decisions about funding as well as parental involvement activities. • Parent Advisory Council-Submit names of Parent Advisory Council • SAE Committee Parents (two)

Parental Involvement PDCA2009 - 2011 • All Title I schools have their own School-Parent Compact that contains all required components. • All Title I schools will complete an annual survey (provided by the district). • Survey used to complete the LEA’s Annual Evaluation • Interviews with LEA staff and parents reflect a clear process for evaluating the LEA Parental Involvement plan. • SAE Parental Involvement Strategies include the required corrective actions and measures of progress from 2008-2009 Federal Monitoring.

  10. Eliminating Barriers to Parental Involvement Parental Involvement PDCA2009 - 2011 The Concern: Some LEAs engage their parent-teacher associations in carrying out responsibilities for activities required by the Title I program.

  11. Parental Involvement PDCA2009 - 2011 Title I activities must not be advertised as PTA / PTO activities, as Title I activities must not cost parents money to participate. Meetings that involve Title I funds and information must be open and available to all Title I parents and no fee is to be charged. This guidance does not prevent Title I parents from being a part of PTA / PTO, as the law allows for appropriate roles for community-based organizations. Note: Title I meetings must stand alone.

  12. Parental Involvement 2009 - 2011 Examples of announcements and agendas identifying meetings with Title I parents. Title I meetings are conducted by school or LEA staff knowledgeable about Title I. Interviews with principals reflect a clear understanding of the difference between Title I parent meetings and PTA meetings. Interviews with parents reflect a clear understanding that they have opportunities to participate in Title I parent meetings, and there is no cost for the parent.

  13. Parental Involvement 2009 - 2011 • Complete a request form for a Parent Program Manager or Parent Organizer and return with the appropriate documentation (funds allocated in Title I budget) by April 10, 2009 • Complete a job description for the allocated personnel

All new position control forms for the 2009 – 2010 school year will be submitted in a timely manner. All contracts for new and/or returning parent organizers will be submitted to the board for approval prior to the end of the 2008 – 2009 school year.
