  3. HB 7105 - History • Result of House and Senate research over 2007-2008 • SB 1762 - Distance Learning Bill • Estblished Consortium in statute with mission, governing board and specific tasks • Established Catalog • Codified DL Fees - 10 percent • Restructure Technology Fees

  4. HB 7105 - Endgame • Consortium not established • Task Force assigned to study and make recommendations by March 2009 • Catalog established and expanded • DL fees codified - cost recovery basis • Technology fees separated and delayed until 2009 • More to come!

HB 7105 - Assignments • The management and promotion of the Florida Higher Education Distance Learning Catalog • The creation of a central content repository for instructional resources • The potential use of distance learning as a means to address critical educational needs of the state. • The evaluation and promotion of new and proven instructional methods

HB 7105 - Assignments • The coordination and support of educational programs and other training opportunities for faculty and professional staff • Opportunities for building partnerships among educational institutions, businesses, and communities. • Methods that will improve student access to and completion of distance learning courses and degree programs.

  8. HB 7105 - Assignments • Policies that address ways to increase access and cost-effectiveness in the development and delivery of undergraduate distance learning courses and degree programs. Such recommended policies must address the cost variations that exist within the delivery system and identify the best practices that minimize costs of the development and delivery of distance learning courses while enhancing the effectiveness of instruction.

HB 7105 - Online Registration • A plan for developing and implementing an online system that streamlines and automates the registration process for students who have been admitted to a public postsecondary educational institution and who wish to enroll in a course listed in the Florida Higher Education Distance Learning Catalog.
