  1. RULE 3PERIODS, TIME, SUBSTITUTIONS GREATER NEW ORLEANS FOOTBALL OFFICIALS ASSOCIATION 2012 SEASON

LENGTH OF PARTS OF THE GAME • PRE-GAME – 30 minutes before kickoff • QUARTERS – Four 12-minute periods (Can Shorten) • BETWEEN QUARTERS – One minute • HALFTIME –10 to 20 minutes (Can Reduce to 10) • MANDATORY WARMUP – 3 minutes (Cannot Reduce) • OVERTIME INTERMISSION – 3 minutes • OVERTIME PERIOD BREAKS – 2 minutes • TIME-OUTS – 1 minute (3 per team per half) (1 in OT)

  3. COIN TOSS • 3 MINUTES BEFORE KICKOFF AT MID-FIELD • 4 CAPTAINS OF EACH TEAM ALLOWED • VISITORS CALL TOSS • WINNER’S OPTIONS • Receive or Kick • Choice of Goal to Defend • Defer Options to 2nd Half • LOSER OF TOSS HAS OPTIONS FOR HALF WINNER IS NOT CHOOSING

STARTING • STARTING A HALF • KICKOFF – Normally at Team K’s 40 yard line • STARTING THE 2ND AND 4TH QUARTERS • Determined by last play of 1st and 3rd Quarters • Play continues except teams change goals. • STARTING OVERTIME • COIN TOSS – Choice of Offense, Defense, Goal • SNAP – Normally at Team B’s 10 yard line

STARTING THE CLOCK • FREE KICK • Starts when the kick is touched in the field of play by any player, BUT NOT “first touching of the kick” by Team K. • It may never start in some situations. • IF PERIOD BEGINS WITH A SCRIMMAGE PLAY • Starts on the SNAP. • OTHER SCRIMMAGE PLAYS • Depends on what happened

  7. THINGS THAT STOP THE CLOCK • Incomplete Forward Pass • Ball / Runner is out of bounds • Score (or Apparent Score) • Touchback • Fair Catch is Made • End of Period • Charged Time-Out • Official’s Time-Out • Down Ends After a Foul • Inadvertent Whistle

OFFICIALS’ TIME-OUT • Measurement • First Down • Change of Team Possession • Administer Penalty • Injury • Heat and Humidity • Equipment Repair • Ball Change • Unusual Delay in Making Ball Ready • Media Time-Out • Break Between Periods • Following Try, Field Goal, or Safety • Rules Conference • Helmet Comes Off Player During Down

  9. WHEN DOES THE CLOCK START? DEPENDS ON WHY THE CLOCK WAS STOPPED • NON-CHANGE OF POSSESSION DOWNS • Did the play stop the clock, or did we have to stop the clock to do something? • If play stopped the clock – START ON SNAP. • If we stopped the clock – START ON READY. • CHANGE OF POSSESSION DOWNS • 1st down for either team after legal kick – SNAP • 1st down for Team B – SNAP • Anything else – Why did the stop clock?

SPECIAL THINGS • AFTER DELAY OF GAME, START ON SNAP • CLOCK NEVER RUNS DURING A TRY • TRY MUST BE COMPLETED BEFORE CHANGING GOALS AT END OF PERIOD • CLOCK STARTS ON SNAP AFTER ANY TEAM CHARGED TIME-OUT • IF COACH “LOSES” RULE CONFERENCE AND HAS NO TIME-OUTS, DELAY OF GAME FOUL • RULE 3-4-6 • Referee can start / stop the clock when team is trying to illegally conserve / consume time

DELAY OF GAME • 25 SECS TO SNAP / KICK AFTER READY FOR PLAY • NOT WEARING EQUIPMENT WHEN BALL IS ABOUT TO COME ALIVE (Straps / Mouthpiece) • UNNECESSARY CARRYING BALL / UNPILING AFTER PLAY IS OVER CONSUMING TIME • LOSING RULE CONFERENCE & NO TIME-OUTS • SNAPPING / KICKING BEFORE READY FOR PLAY • OTHER CONDUCT UNDULY PROLONGING GAME 5-YARD PENALTY AT SUCCEEDING SPOT

  18. ENDING • PERIOD • Clock expires, unless period is extended • GAME • No tie games in LHSAA • All Try / PAT downs must be played even if it doesn’t matter • OVERTIME • As many periods as needed to break tie. • MAKE SURE NO ERRORS OR CONFERENCES

EXTENDING A PERIOD • GENERAL RULE – END THE PERIOD CLEAN • Accepted Penalties for Live Ball Fouls Treated as Live Ball Fouls Will Extend the Period • Non-player fouls and UNS fouls won’t extend • Coach stepping on to field • Player taunting someone • Dead ball fouls don’t extend because they don’t occur during a timed down • False Start, Encroachment, Late Hits

EXTENDING A PERIOD • EXCEPTIONS – LIVE BALL FOULS THAT DON’T EXTEND PERIOD • FOULS THAT USUALLY HAVE A LOSS OF DOWN • Illegal Forward Pass, Intentional Grounding, Illegal Handing, Offensive Pass Interference • Scores are cancelled and down is not replayed • FOULS RESULTING IN SAFETY BY RULE • Team A fouls and enforcement is from its own End Zone • FOULS THAT ARE ENFORCED ON SUBSEQUENT KICKOFF AFTER TOUCHDOWNS

SUBSTITUTIONS • SUBS CAN ENTER BETWEEN DOWNS • REPLACED PLAYERS MUST BEGIN LEAVING WITHIN THREE SECONDS • REPLACED PLAYERS MUST LEAVE THE FIELD ON THEIR SIDELINE • SUB CAN’T LEAVE, AND REPLACED PLAYER CAN’T RETURN UNLESS FOUL OR TIME-OUT ILLEGAL SUBSTITUTION DEAD BALL FOUL 5 YARDS – SUCCEEDING SPOT

SUBSTITUTIONS • PLAYER WHO DOESN’T MAKE IT OFF THE FIELD BEFORE THE SNAP BUT DOESN’T PARTICIPATE IN PLAY ILLEGAL SUBSTITUTION - LIVE BALL FOUL 5 YARD PENALTY – PREVIOUS SPOT • ENTERING SUB DOESN’T MAKE IT TO HIS SIDE OF THE NEUTRAL ZONE BY SNAP OR KICK ILLEGAL SUBSTITUTION - LIVE BALL FOUL 5 YARD PENALTY – PREVIOUS SPOT BUT BE READY TO SHUT DOWN IF IT’S A PROBLEM

  25. SUBSTITUTIONS • DURING A DOWN, REPLACED PLAYER OR SUBSTITUTE GOES ON FIELD BUT DOES NOT PARTICIPATE IN PLAY ILLEGAL SUBSTITUTION – NON-PLAYER FOUL 5 YARD PENALTY – SUCCEEDING SPOT
