  1. PARTNERSHIPS FOR LLL:a new idea? Hans Daale Leido, the Netherlands 7 May 2013

  2. Leido • A network in the Netherlands…(non-profit, independent, private organisation) • … for LLL-issues… • … organising activities… • … at an intermediate level… • … between ‘the work floor’ and those involved in politics, strategic actions, high management… • Roots in ‘work-based learning’…

  3. LLL • Hot itemAlso in the NetherlandsBut… • We need more attention forprovidingeffectivepossibilitiestopeopletobeflexible in ‘rearrangingtheirowncareer’ (personnel flexibility) • The Government is focussing on ‘formallearning’ - andless on ‘what is really happening in someones life…’ • Control versus creativity?

  4. Developments • Discussion on ‘flexiblehighereducation’ • But in factit is on ‘cutting the public budgets forformal adult learning’… • No attention for non-formalandinformallearning, linkedtoformaleducation • No RPL anylonger as instrument in highereducation (justan intake forexemptions)

  5. DUCIS-LLL • We needed a Dutch platform on LLL – notonlyforformalhighereducation – as a partner for the government… • … like we have donewith Leido forsome important issues (SCHE / Work-basedlearning / permeabilitybetween VET and HE) – usingour status… • Start-up in 2011-2012 of DUCIS-LLL

  6. DUCIS-LLL • Members: organisationsandassocationsinvolved in formal, non-formalandinformaleducation – at all levels • Notfrom the formalAssocations – they are thinking toostrategic… • Thisyearfor the first time a National Forum on LLL (November 2013)(having new regulationsfor HE) – so, the time is right forouractivities

  7. Recommendation 1 • Budget for running such a Platform – justto support the members – notforpaying the time of those member organisationsIt is absolutelynecessary! • Askretired experts tobeinvolved in the Platform – justpayingtheir out-of-pocket costs (or givethemother incentives…) • Givevolunteers a change toparticipate – alsosome budget forthem

  8. Recommendation 2 • A nationalgovernmentsneedstoinvolvethis Platform in developingeffectivestrategiesfor promoting LLL • EP and EC: don’t accept the input of nationalgovernmentsiftheydon’t have thisstructure • Andorganisetwice a yearspecific expert meetings on LLL and invite nationalrepresentatives of the governmentandalso of the Platform • And more ‘travelling experts on LLL’ – tobe present at regional expert meetings • Connect those Platforms on LLL !!!

  9. Thanks. • Hans Daaleinfo@leido.nl
