Stage 1 • “Sensible” kings seek the advice of important barons and bishops • Most king realized they needed the support of powerful people • Lost support = rebellion • Early English history meeting of Kings and barons = “Witan” • William the Conqueror (1066-1087) continued this practice = “Great Council” • Barons did NOT have a right to be at the meetings

  3. Stage 2 • Magna Carta (1215) = kings now HAVE to meet with barons on matters of taxation, etc. • Most kings after John did call meetings • This gave barons power • they could demand things in return for support

  4. Stage 3 • 1264 = barons rebel against King Henry III (John’s son) • Led by Simon de Montfort • Not all of the barons supported Simon • Called a “Parliament” that included some ordinary people to try to get support (2 knights and 2 representatives from each town) • Simon defeated and killed in 1265 • Parliaments now contained a house of “Commons” as well as a house of “Lords”

Stage 4 1337-1453 = Hundred Years’ War = really expensive Kings had to call together the “Commons” and “Lords” together to agree for taxes Commons kept trying to push for reforms Only met a few weeks a year at this time, so the Kings and lords were really still in charge Over time the House of Commons grows in power

  6. Parliament Later in History • Commons became more powerful over time • now they run the show • King and House of Lords don’t have all that much power
