  2. Objectives • You should be able to: • Know key organizations in the UN Pandemic system. • Describe the structure of the UN Cluster approach. • Know the principle requirements for working with the UN as a military organization

UN Pandemic lead organizations • Key Organizations: UN Systems Influenza Coordination (UNSIC), WHO, WFP, FAO, UNHCR, and UNDP • United Nations interventions must be; • Formally requested (know their requirements) • Feasible (Know their assets) • Coordinated (Exercise with them) • Transparent (Tell them your capabilities) • Time sensitive (Know their time lines) • Work with Country Teams (if available)

Geographic Boundaries • WHO ; Headquartered in Geneva with five regional areas worldwide • WFP; Headquartered in Rome with different four regional Humanitarian support storage depots • OCHA; Headquarters in Geneva and regional divided • UNSIC; Regional Office in Bangkok • UNHRC; Headquarters in Geneva

World Food Program • Feeds 100 million people • 78 countries • Has 9000 staff world wide • Requires corridors and safe passage • Military forces • Transportation workers • WFP buys and moves food • Host Nations distribute food • Distribution planning advise available • Warehouse and storage depots and management

Humanitarian questions to consider • What are the local customs and culture? • How many people are effected? • Is the environment friendly? • Will Aid Workers be put in “Harms way” if seen with the military? • Will food security be required? • What are the local transportation assets and people required (drivers)? • What are the road conditions? • Is there manpower to load and unload food and medicine?

Summary • All UN agencies have their own culture and operational methods • Military aid to UN agencies may or may not be desired • Exercise and train with the UN Country Team when possible • The UN has many assets that can be helpful in a Pandemic; Know what to ask for and make sure you ask for it correctly
