  3. Authority: • TEC§29.054 • TAC§89.1207 Bilingual Exceptions and or ESL Waivers must be submitted to TEA by November 1st.

  4. Requesting the application BilingualExceptions_ESLWaivers@tea.state.tx.us Districts can request the application from TEA after the Letter to the Administrator Addressed has been posted.

  6. Requesting the application The district will receive: • Bilingual/ESL Application • Application instructions for Bilingual Exception • Application instructions for ESL Waiver • Checklist

  7. Application Format Excel spreadsheet with the following tabs: • District Info • Campus Info Bilingual • Instructional Design • Campus Info ESL • Train-Recruit Goals • TEC§29.054 • Action Timeline

  8. Do not: • Complete and submit last year’s application • Alter or delete the template/format of the application

  9. Do not delete tabs if not applicable

  10. Remember to: Save the application to your desktop EXAMPLES: ABCISDBilingualException ABCISDESLWaiver ABCISDBilingualExceptionandESLWaiver

  11. Completing the Application As you are completing the application, always reference the Bilingual Exception or ESL Waiver general information and instructions for more detailed information

  12. Completing the Application (District Information Tab) • Ensure all district information is filled out and not left blank

  13. Do not leave district info blank

  14. Filling out the application (District Information Tab) • Indicate if you are applying for an exception or a waiver or both • Report a district-wide number (LEP students)

  15. Completing the application: District Information Tab • Bilingual Certified (all personnel) • Bilingual Certified – Teachers currently teaching • Non-certified teachers (substitute teachers) • Teachers on a special permit granted by SBEC

  16. Completing the application (District Information Tab) • ESL Certified Teachers currently instructing • ESL Certified Teachers currently employed • Non Certified Teachers (substitute teachers) • Teachers instructing under an ESL waiver

  21. Completing the Application (Campus Information Tab) • Indicate language of instruction for each grade level, Primary Language (PL) or English as a Second Language (ESL) • Number of students under Exception

  22. Completing the Application (Campus Information Tab) • Number of Classrooms under an exception • Number of Teachers under an exception

  23. Completing the Application (Instructional Design Tab) • Describe in detail the instructional design(s) or method(s) of instructional delivery used.

  24. Completing the Application (Campus Info – ESL Waiver Tab) • Include District, Campus name, Grade level • Only include teachers names that have never requested a waiver in the past. • Expected ESL Certification Date

  26. Completing the Application (Train – Recruit Goals Tab) • Brief description of Training Activities: include date, location. • Brief description of Recruiting Activities: include date, location.

  27. Do not send any attachments of calendars with training activities or recruiting activities planned

  28. Completing the Application (TEC §29.054 Questions Tab) • Click on the bottom of each question for the scroll bar to appear. • Answer yes or no only for questions 1-3. • Provide a brief narrative on question 4.

  29. Completing the Application (Action Timeline tab) • Include only the number of teachers that will be hired yearly per grade level. • Estimate Figure only.

  30. Enter a estimate number only.

  31. Submitting the application: • Double check all required tabs are complete. • Body of the email must contain the statement of certification. Do not send additional attachments with the application.

  32. Submitting the application: The Superintendent submits the completed application to the following email address: BilingualExceptions_ESLWaivers@tea.state.tx.us
