  3. Dropped Goal Items • Review Weather Sensitivity Correlation and Proxy Day Method in lieu of AMS . PWG consensus in December 2010 is that this issue has diminishing impact on settlement due to AMS implementation. • Review of LPG concerning the future of Load Profiles, forecasted NIDR profiles, Business ID assignment, review of LPGRR Chapter 15 in conjunction with PUCT Load Research Rule in lieu of AMS metering.PWG consensus in December 2010 is that this issue has diminishing impact on settlement due to AMS implementation. At some future date if a new load research sample is needed then these items related to the Non-IDR Load Profiles shall be revisited.

Major Outage Profile Changes • PUC Project No. 36150 (Issues Relating to the Disaster Resulting from Hurricane Ike) empowered ERCOT to reduce the load profile shapes to compensate in settlement for Ike meter outages. • Action item from COPS, September 14, 2010; Add something in the Load Profiling Guide for future possibility of changes. • Load Profiling Guide (LPG) Section 7.3 Timeline for Processing a Load Profiling Methodology Change Request (4) Due to the significance of a change to Load Profiling Methodologies, according to Protocol Section 18.2.9, Adjustments and Changes to Load Profile Development, a change shall only be implemented after the TAC approval and with at least 150 days notice to all MPs. An exception may be made to the criteria defined in this section, if special circumstances indicate a need to implement a change more immediately to address critical market issues. • PWG discussed on Oct. 27, 2010; asked TDSPs to review how AMS meters shall be estimated during a major outage; and shall investigate how Nodal metering might assist in localizing UFE in zonal settlement. • PWG consensus in December 2010 is that the the TDSP daily reads for AMS meters and the TDSP estimation routines in regards to AMS outages help resolve issues related to usage estimations when major outages occur. • PWG thinks the language in the LPG is adequate for major storm outages. • Some but not all TDSPs are using ERCOT Load Profiles in the AMS estimation process. • Nodal Metering does not have any changes that support UFE zones. • PWG considers all the above discussion items to be closed.

UFE Analysis Reports PWG consensus in December 2010 is that the need for the large UFE analysis historically provided by ERCOT staff is no longer necessary; i) AMS implementation removes one of the largest issues of UFE which is discontinuity of profiles as monthly readings are allocated to the trade date. ii) Annual Metered load remains whole with AMS properly placing load in the right interval. iii) ERCOT Staff shall provide the UFE annual report as specified in; ERCOT Nodal Protocols Section 11: Data Acquisition and Aggregation; 11.6.2 Annual Unaccounted For Energy Analysis Report The annual UFE analysis report will contain both ERCOT-wide and UFE allocation category quantities as follows: • Total UFE MWhs; • Total UFE cost; • Percent of total UFE to ERCOT Load; • Percent of total UFE cost; and • Notice of any factors that may be contributing to UFE.

  7. Annual Validation 2010 Complete 6800 Business are currently indicated to have a provisioned Advanced Meter.

  8. LPGRR and NPRR / PRR Status • LPGRR042 Updating of Weather Sensitivity Assignment, Suspension of Annual Validation for Advanced Meters, Addition of Load Research Sampling Documents, and Removal of Unused TOUS Codes shall have first review after posting by PWG on Dec. 9, 2010. PWG shall review the Impact Analysis in January. • LPGRR draft being revised with LPGRR042 as base and shall be reviewed by PWG on December 9, 2010 to build Appendix D language for Distributive Generation (DG) Load Profile Models per NPRR208, Registration and Settlement of Distributed Generation (DG) Less Than One MW (PWG Goal 6 shall be LPGRR043). Draft shall be reviewed at the PWG January meeting with the base language as LPGRR042 above.
