  3. Process It Takes Two To Tango • Authorizations Usually WRDAs - Biennial law (intent) usually in even numbered years in the fall • Appropriations Annual Federal funding source usually at the end of calendar year

  5. Select Authorities • Congressionally Authorized Studies/Projects • Great Lakes Fishery and Ecosystem Restoration Program • Continuing Authorities Program Section 1135 Section 204 Section 206

Congressionally Authorized Studies / Projects • Specifically named projects (i.e. Little Calumet River, Indiana Harbor CDF, Chicago Shoreline,). • Authorizations usually in laws (i.e. WRDA, occasionally approps.) or Study Resolutions from House or Senate Committees. • Projects are large, usually expensive and complex.

  7. Great Lakes Fishery and Ecosystem Restoration Program • WRDA 2000, Section 506 Support Plan - Process Projects - Plan, Design & Construct Evaluation Program – Determine Success of Projects • Projects in Great Lakes, Great Lakes Basin and the Chicago River • $100M program • 65/35 cost share

  8. Continuing Authorities Program • Delegated programs • Relatively small projects • Usually Cost Shared

  9. Continuing Authorities Program What is it? • Program that authorizes the Chief of Engineers to construct projects of limited scope and complexity • Congress does not need to specifically authorize projects or provide project specific funding • Projects often “named” in appropriations bill

The Continuing Authorities ProgramWhy is it useful? • Start quickly – Project sooner. • Projects approved at Divisions, not HQ. • Accelerated planning process…level of detail is consistent with risk. • Environmental authorities include not-for-profits as local sponsors. Specifically Authorized Projects: 15+ years CAP: 3-5 years

  11. Section 1135Project Modification forImprovement of the Environment • Authority to review and modify Corps project structures and operations. • 75/25 cost sharing. • $5 million Federal limit. • OMRR&R - 100% local.

  12. Section 204Beneficial Use of Dredged Material • Protection, restoration and creation of aquatic habitats in connection with dredging. • Base plan - least costly dredge disposal. • Up to base plan - construction or O&M cost. • Above base plan – 25% non-Federal cost-sharing.

  13. Section 206Aquatic Ecosystem Restoration • No tie to Corps project required. • $5 million Federal limit. • Limited recreation features allowed; NTE 10% fed cost. • 65/35 cost sharing. • OMRR&R – 100% local.
