May 2006 – April 2007 • Starting Date: Monday, 1st of May, 2006 • Geographical Coverage: Ulaanbaatar city (which contains more than 1/3 of total population of Mongolia), and Darkhan-Uul, Orkhon aimags (provinces). • Project Language: Mongolian (Reports in Mongolian and English)

BACKGROUND (1) • Mongolian Trade Union Movement is facing challenge on declining membership (From 90% to 40% between 1990s - 2004) since Mongolia started the transition to market economy and democracy in the beginning of 1990s. The membership declining started with the date back to when the privatization started and union membership fell down while private sector and informal economy were growing.

  5. BACKGROUND (2) • In last five years, CMTU actively worked on the organizing area, but union density still constant around 35-40%. Around 60% of total workers are out of the Union movement today. Which means over 60 percent of total employees working out of union protection, collective bargaining/agreement benefits and fundamental working rights. They really can not enjoy decent work at all. Especially in the private sector and Informal economy area, we can count large numbers of labour right violations.

BACKGROUND (3) • Although there are quite a few factors that are negative affecting the capacity of CMTU for effectively organizing the unorganized, the main problems are: • Lack of trade union organizing manual, methods, knowledge, experiences in newly facing challenges • Lack of enabling environment • This project will help to solve above mentioned problems.

TARGET GROUPS • Target group (Total 50 staffs and organizers) + Indirect target group • Full time staffs who are in charge of organizing issue, from National Center (CMTU) and affiliated Trade Union Federations. (20 staffs) • Organizers of 12 Industrial (Sectorial) Trade Union Federations • Organizers of Local (Territorial) Trade Union federations • In-direct target group: Other trade union leaders, staffs, organizers, shop stewards and activists who will participate in further trainings of CMTU Training Program.

  9. LONG TERM OBJECTIVE • To strengthen capacity of CMTU for union organizing through developing the skill of union organizers and more favourable environment for organizing • To reverse the downward trend in union membership and provide effective protection to more workers.

IMMEDIATE OBJECTIVES • The trade union organizers (target group) will be able to use new methods and strategies of organizing and to promote enabling environment; • Mapping of the selected targets (CMTU, Industrial and Local Trade Union federations) will be completed; • CMTU’s participation in the ILO supervisory mechanisms will be regularised and enabling environments for trade unions will be created

KEY OUTPUTS • Staffs and organizers who can use new methods and strategies of organizing and promote enabling environment • Guideline Handbook for trade union organizers • Revised CMTU Training Program • Mapping of the selected targets for organizing. • CMTU’s Comments to the Government and ILO on the ratified Conventions

ACTIVITIES (1) • To implement Immediate Objective 1: • Development, publish, introduction and distribution of Guideline Handbook for trade union organizers (April-May 2006) • Insert the training subjects on the following issues to the CMTU Training Program. (Enabling Environment and New organizing methods and strategies) (May-June 2006) • Organize two days Training for the Target group (Mentioned above. Total 50 trade union organizers and staffs) (May-June 2006) • Follow-up workshop of training (February-March 2007)

  13. ACTIVITIES (2) • To implement Immediate Objective 2: • Mapping of Organizing in the selected targets. Affiliated Trade Union federations’ action. (CMTU and its affiliated TUFs) (June-July 2006) • Evaluation of Mapping of Organizing in the selected targets (March-April 2007)

  14. ACTIVITIES (3) • To implement Immediate Objective 3: • Assign one staff to be responsible for ILO supervisory mechanism (CMTU/National Center) (Every year) • CMTU and its affiliated TUFs’ Networking and Communication on the issue of Usage of International Instruments (Every year)

  15. MAIN INPUTS • Human resources from CMTU/National Center and Industrial and Local Trade Union Federations • Financial resources from CMTU/National Center and Donors

  16. INDICATORS OF ACHIEVEMENT (1) • On Immediate Objective 1: • Educated Organizers activities (Feedback of the participants. Reports on how did they used their new methods in the organizing activity) (March 2007) • Re-developed CMTU Training Program (Included new subjects) (July 2006) • Guideline Handbook (will be published and used in training) (July 2006)

  17. INDICATORS OF ACHIEVEMENT (2) • On Immediate Objective 2: • Mapping on the issue of “Organizing unorganized” in selected targets. (English and Mongolian) (April 2007) • On Immediate Objective 3: • CMTU Comments to the Government and ILO (under ILO Constitution Article No.22) on the ratified Conventions. (English and Mongolian) (September 2006)
