  2. March 1791 – Liquor Excise Tax • Congress passed an excise tax on domestically distilled spirits (liquor) • system of local inspectors and collectors

  3. Western Frontier Region Angered • Tax angers frontier region where liquor was often for personal use, not for sale • Also, other farmers it was their main source of income

  4. Rebellion - July 1794 • Unsuccessfully petition against the excise tax, • Beat up Federal Marshalls, burned homes of tax collectors, harassed citizens sympathetic to the gov. • Threatened to secede from the Union A tax collector is tarred and feathered during the Whiskey Rebellion

  5. What Should be done? And who has the power to do it?

  6. August 2, 1794 • Supreme Court rules that circumstances in W. PA cannot be controlled by civil authorities and warrant a military response. • GW calls for a militia Flag used in some protests of the Whiskey Rebellion

  7. August 7, 1794 • Militia in PA, NJ, MD, and VA to assemble a force of nearly 13,000 men • G.W. offers amnesty to all insurgents who "disperse and retire peaceably to their respective abodes" by September 1.

  8. September 25, 1794 • Washington issues a proclamation ordering the militia to march against the insurgents • As troops hike the region, rebels scatter • No loss of life, rebellion is squashed.
