I BRING THESE TO YOUR ATTENTION SO YOU CAN BETTER APPRECIATE WHAT WE MEAN WHEN WE SAY THAT A SERVICE MEMBER CAN GO OUT TO THE VA AFTER SEPARATION OR RETIREMENT AND GET A COMPLETELY NEW, AND SOMETIMES INCREASED, DISABILITY RATING UNDER THE DVA SYSTEM. I CANNOT OVEREMPHASIZE THE FACT THAT A MEMBER DOES NOT REQUIRE AN UNFIT FINDING FROM THE PEB TO BE ELEGIBLE FOR VA BENEFITS. 16. DOD vs DVA System THE PRIMARY DIFFERENCE IS THE BASIS FOR WHICH COMPENSATION IS GRANTED: LOSS OF FUTURE MILITARY EARNINGS (RETIREMENT) VERSUS THE LOSS OF FUTURE CIVILIAN EARNING CAPACITY. ALTHOUGH THE PEB PHYSICIANS UTILIZE THE VASRD AS GUIDANCE, THEY ARE EVALUATING CONDITIONS WHICH ARE POTENTIALLY DISABILITIES USING A DIFFERENT FRAME OF REFERENCE THAN THEIR VA COUNTERPARTS.THE PRIMARY DIFFERENCE IS THE BASIS FOR WHICH COMPENSATION IS GRANTED: LOSS OF FUTURE MILITARY EARNINGS (RETIREMENT) VERSUS THE LOSS OF FUTURE CIVILIAN EARNING CAPACITY.
