Territorial Cooperation • Programmes belong to Member States • They • Write operational programmes • Choose the Managing, certifying and audit authorities, • Select and hire the Joint technical Secretariats (JTS) • Hire contact points • Participate to monitoring and steering committes • Have the final word for project selection

Territorial Cooperation • Actors • Public Authorities (local, regional and national level) • Public equivalent bodies (regional agencies, etc.) • Universities/Research centres • Non profit organisations • What kind of actors for what kind of projects? Identify good partners • Ensure that they have sufficient human and financial resources and political support

  10. Cross border Cooperation • Develop economic, social and environmental activities • Encourage administrative and legal cooperation, such as cross border employment, sharing of human resources and infrastructures

Develop a IVC project • Case study 2 • Priorité 2: Environnement and risk prevention • Stimulate energy efficiency, develop sustainable energy and a better coordination of energy management • Base the project, among other, on the european directive on energy performance of buildings • Ex: Exchange and transfer of knowledge to establish campaign on energy efficiency, including in buildings Exchange and transfer of knowledge on the mechanisms allowing to stimulate investment in projects related to energy efficiency
