  1. Supporting Leadership in Rural and Remote Areas Presentation Rod Elmer and Phil Paioff

  2. What are we doing 2010 – 11? • Supporting school leaders in remote areas through a range of coaching / mentoring initiatives. • Developing partnerships with other agencies that link to PD in rural and remote locations. • Developing and trialing tools and materials for use in rural and remote schools. • Delivering specific P.D. for Districts in key focus areas. • Providing easier and better access to other PD initiatives.

  3. Quick Tips Provide one piece of advice that you would give to a Principal about to take up an appointment in a remote or rural location, or what is one piece of advice you wish you had been given prior to your own appointment?

  4. Coach In A Box • Is a highly structured coaching program used to build leadership capacity. • Participants are assigned a ‘coach’ who can be from a variety of professions – there is an effort to match up the participants’ priorities to the skills and abilities of the coach. • The school leaders participate in a series of sessions over the telephone with the coach over a 3, 6 or 8 month program. • Support materials and back up are provided.

  5. Coach In A Box • There are 3 key stages to CIAB 1. Sustaining momentum – coaches help you identify momentum and examine your role in maintaining that energy and ‘process’. 2. Coaching for Attitude – how to influence and shape attitudes within the school 3. Leading change – broadens your conversation with senior leaders via the use of data from the ‘teacher voice’ questionnaires. This assists in developing a focused and appropriate school transformation plan.

  6. L 5 “Remote Scenarios” Dare to Lead has developed a series of remote scenarios based on the five (5) leadership propositions of Principal Australia’s L5 Frame. They serve as a good starting point for reflection and discussions relating to rural and remote schools. This document will form part of the newly developed Remote Leaders PL Workshop.

  7. Executive Coaching Program • This program involves the use of recently retired principals who have worked in rural and remote areas and who wish to continue their contribution to the profession and Indigenous education. • They are trained (cultural awareness thru’ ICV, DTL resources, leadership tools, coaching techniques). • They travel in a fully self contained 4wd to a group of very remote schools and spend time in the school and community assisting with the day to day issues- educational, administrative and social. • The Kimberley and N.T will be the focus of the 2009 trial. DTL aims to expand the program in 2010 – 12.

  8. Executive Coaching Program • Mentors move between the schools over a 3-4 week period. There are no fixed timetables or requirements. • They repeat this process several times over the year. • When they are not visiting remote leaders they may maintain links via telephone, email or skype. • They are paid a small fee for services and may work their itinerary around their holiday. • It is designed to compliment the CIAB process. • There are the normal reporting and accounting requirements for the traveling mentors (very little for the principal).

  9. Developing Strong Partnerships • The Murchison Education Strategy 2009 - 2010 Began in 2009 as a partnership between DTL and the Mid West District to address a range of issues in 8 remote schools aimed at raising Ab’l outcomes. Issues: • No students graduated in 2008 • 80% of students at risk in Literacy and Numeracy • 40% of students attended < 3 days a week Process • Consultation process in 2008 (8 schools and Communities) • Appointment of Mentor Principal • DTL support (MoU) • Focus on literacy, numeracy and attendance • Specialist teacher support • Inter-agency support …

  10. Developing Strong Partnerships • Pilbara Cluster Conferencing DTL is supporting the Pilbara schools with their focus on Attendance and Community Engagement. Three 1 day mini conferences in Port Hedland, Newman and Karratha. Using DTL resources and guest presenters (colleagues from schools with success stories) Using the Indigenous Education Leadership Institute as guest presenters

  11. Developing Strong Partnerships • Indigenous Community Volunteers ICV is a non profit organization providing Indigenous Australians with new skills. ICV matches their volunteers with the needs of the remote community. ICV has been operating since 2000. It is mostly funded by DEEWR with some assistance from private enterprise. ICV is not just about skills transfer, but mutual learning and cultural exchange. It strives to fill the gap in services to communities that don’t have the regular access to business, trade or professional skills that most Australians take for granted. ICV is supporting DTL through the ‘Travelling Mentor Principal’ initiative.

  12. Developing Strong Partnerships • Stronger Smarter Institute Led by Dr Chris Sarra (an ex school principal), SSI is committed to changing the tide of low expectations in Indigenous Education. The ‘Stronger and Smarter’ PD program for school leaders focuses on delivering quality PD, developing innovative research projects and supporting the development of Indigenous leadership. DTL and SSI are committed to working together to get better outcomes for Indigenous children.

  13. Tools and Resources • ‘Thriving to Surviving’ DTL have produced a document for newly appointed Principals to assist with their transition to a new location. Whilst it may have great relevance for a ‘1st time’ Principal, it may also assist more experienced school leaders and staff by serving as a checklist or point of reference. The contributors to this document have all lived and worked in remote schools in WA, NT and SA.

  14. Remote Tri State Conference • Western Australia, South Australia and Northern Territory remote school leaders have met annually for the past 4 years in either Alice Springs or Yulara. The schools are clustered around the lands where the state borders meet. • Common issues and needs are discussed, ideas exchanged, networks established and joint strategies formulated. (eg attendance) • Many of the schools share the same transient children and it has proven to be a valuable P.L.opportunity.

  15. Further Support Strategies Based on your experiences to date, in conjunction with current issues that confront you in the workplace: • What resources or support would you welcome? • Would you consider any of the options presented? OR • Modified versions (of the options) that would complement or assist you in your current context?
