  3. Aim The aim of this presentation is to illustrate the existing relationship between police and executive in Bangladesh. The relationship will be explained in terms of Operational context Administrative context and Judicial context

  4. Levels of ExecutivePolice interacts with executives mainly in two levels Central level--- Government (Cabinet) Ministries (Home, Finance, Planning ministry) Local level--- District (Deputy commisssioner and Districrt Magistrate) Thana (Thana Nirbahi Officer)

  5. Local relationship Local relationship is important for • Operational purpose (law and order maintaining) • Administrative purpose (correspondence to government) • Judicial purpose (magistracy, trial, court police etc) Characteristics of local relationship Executives enjoy superiority over police because Executives hold immense power (DC and DM same person) Executives are local administrator (PRB 13) DM can directly interfere in police activities (PRB 15) DM is the Chairperson of local law and order committee DM is the Chairperson of police magistracy meeting DC – Deputy Commissioner , DM – District Magistrate PRB – Police Regulations Bengal

Central Relationship Central relationship is important for Administrative purpose(Posting, Promotion, Recruitment) Policy development(Annual plan, National strategy) Financial matters(budgeting) Accountability(Operational and administrative) Characteristics of Central Relationship Executives enjoy superiority over police because Police is under the supervision of Home Ministry IGP’s power is limited IGP’s appointment is not tenure post IGP – Inspector General of Police

  7. Conclusion As society is changing with time, change is also expected in Bangladesh police department. Bangladesh police desire to work under autonomous body (Independent Police Commission) where accountability and efficiency will get higher priority over authoritative relationship.
