  4. Background • Conditionally approved in August 2008. • The Copper Sky project is a phased, mixed-use project on 369 acres located approximately 3.5 miles west of the City of Douglas. • Includes diverse zoning, including various residential densities and GB zoning to accommodate different housing types and multiple uses. • 1,344 residential units, a school site, fire station and a mixed-use commercial component to include retail and professional spaces, as well as open space. • Anticipated completion by 2024.

  6. Three-year Extension Request Additional time requested to: • Secure development agreement for potable water and wastewater services • Secure capital • Make on-the-ground progress

  7. Recommendation Staff recommends that the Board grant a three-year extension for the Copper Sky Master Development Plan (MDP-08-01) and Rezoning (Z-08-04) with the following amended Condition of Approval:

Amended Condition 2 The applicant must provide the Community Development Department with documentation of an executed development agreement for potable water and sanitary sewer service by the City of Douglas or an alternate provider within three (3) years of the date of this approval, with evidence that such service is approved by the ADEQ and ADWR, and is adequate to accommodate all structures and uses proposed in the Copper Sky MDP and submit a subdivision plat within three (3) years of the date of this Resolution. If these and other conditions are not timely met, the Board of Supervisors may consider reverting the zoning of the parcels and revoking the Master Development Plan and Comprehensive Plan Amendment.
