Purpose of this exercise • To share with the IIN Directing Council some thoughts arsing from the analysis of the mandates issued by various IIN-related political bodies in 2000-2007. • To further optimize the use of such instruments in the Action Plan 2007-2011 by means of agreed, creative, and adequate relevant actions. • To maximize the impact of mandates on IIN program, project, and activity planning and implementation.

Considerations • The number of resolutions referred to in this analysis amount to 75 and represent the universe of binding mandates on IIN actions for 2000-2007. • 44 percent of such resolutions were adopted by the IIN Directing Council, 41 percent by the General Assembly, and 15 percent by other political bodies (Pan American Child Congress, OAS Permanent Council, and the Summit of the Americas.) • The resolutions that involve mandates to the IIN for this period can be ranked as follows: • Formal/Administrative (e.g., designation as President of Honour, adoption of the final reports of previous meetings, etc.) • Strategic Guidance (e.g., cross-sectional inclusion of the gender approach) • Operational, with resource allocation (e.g., publications, SIM Program, etc.)

Considerations • An adequate correspondence is required between mandates and the definition of institutional policies and strategies ensuring resource availability, so as to reduce the existing gap in mandate implementation and enforcement. • The overlapping and dispersion of mandates hinder a clearer project implementation and consequently prevents from achieving the greater efficiency of the expected outcome and impact. • General Assembly resolutions have been detected where the IIN does not receive an express mandate, but issues addressed are of its competence and therefore turn into indirect mandates.

Summary • The management agreed by consensus and coordinated by the IIN Delegates will facilitate the prioritization of those mandates maximizing the impact of, or intended to obtain the greatest effect from the implementation of the Action Plan 2007-2011. • Notwithstanding the interest to strengthen those resolutions allowing for the implementation of the Action Plan 2007-2011, other mandates are needed in order to enhance its strategies. • The basic guidelines suggested by the OAS Committee on Juridical and Political Affairs (CAJP)should be noted as a reference for preparing, submitting, and negotiating draft resolutions.
