DIRECTIVA TÁCTICA DEL COMISAF – 02JUL2009 No ganaremos basándonos en el número de talibanes que matemos, sino en nuestra habilidad en separar a los insurgentes del centro de gravedad – las personas Debemos evitar caer en la trampa de ganar victorias tácticas, aunque suframos derrotas estratégicas, para evitar víctimas y daños materiales Los talibanes no pueden derrotarnos militarmente, pero sí nosotros mísmos El uso de munición aire tierra y fuego contra áreas residenciales, será autorizado bajo condiciones muy limitadas.

  15. DIRECTIVA TÁCTICA DEL COMISAF- 02JUL2009 La fuerza ISAF no entrará ni disparará contra las mezquitas o cualquier lugar religioso o histórico, excepto en defensa propia. Todos los registros y accesos por otras razones serán dirigidos por las Fuerzas de Seguridad Afganas. Cualquier acceso a un domicilio afgano será siempre llevado a cabo por ANSF con el apoyo de las autoridades locales y considerando la sensibilidad cultural de las mujeres.

La Insurgencia • Propagar ineficacia y corrupción del Gobierno. • Crear vacio de poder a nivel de distrito. • Colocar Gobiernos en la sombra. • Derribar las estructuras tribales y tradicionales. • Crear dudas sobre las intenciones de la coalición. • Acentuar las carencias en seguridad. • Intimidar – Particularmente de noche. • Operaciones descentralizadas. 21

Crisis De Confianza • La manifiesta corrupción parásita corroe la confianza de la gente. • La debilidad de la policía nacional afgana mina la confianza. • Los señores del dinero y de la guerra protegidos y promovidos por el gobierno central. • La poca capacidad del gobierno de Kabul para las comunidades. • Los funcionarios del gobierno que son egoístas en vez de desinteresados. • Ayudando a los que apoyan al gobierno pero dañan a las personas. 22

La Comunidad Internacional • Procedimientos inadecuados en la práctica de alquileres y contratación. • Causar víctimas civiles y daños culturales. • Ayudar a los que nos ayudan pero dañan a los afganos. • No se exigen responsabilidades. • Falta de entendimiento cultural. • Mala administración de la ayuda internacional. • Limpia, pero no mantiene. • Alejada de la población. • Falta de Unidad de Esfuerzo. • Aplicar soluciones de Occidente o universales. 23

  24. Incrementando Insurgentes Una Unidad ISAF en un área relativamente tranquila tuvo dificultad de maniobrabilidad con los vehículos pesados en una carretera con árboles frutales. Para mejorar la movilidad y aparentemente su capacidad y seguridad de movimientos, la unidad taló los árboles. A muchas personas en el pueblo le arruinaron su medio de vida. Después de esto, los rebeldes empezaron a situar IEDs a lo largo de la carretera.

  25. Incrementando Insurgentes Una patrulla ISAF viajaba a través de una zona urbana a mucha velocidad conduciendo por el centro y forzando al tráfico a salirse de la misma. Algunos peatones y otros vehículos fueron empujados fuera del camino. Un vehículo se acercó desde un lado dentro de la rotonda. El artillero le disparó un cohete que penetró en el vehículo y causó un fuego en su interior. Tan pronto como la patrulla se marchó de forma rápida, los afganos se amontonaron alrededor del coche. ¿ Cuántos rebeldes creó la patrulla aquel día?

Misión Combinada El Equipo Combinado – Las Fuerzas Nacionales Afganas de Seguridad, El Comandante de la ISAF, y organizaciones relevantes - en completa coordinación – conducen amplias operaciones centradas en terreno clave para neutralizar la insurgencia en áreas específicas en los próximos 12-18 meses y apoyar mejoras en Gobernabilidad y Desarrollo a fin de proteger a los afganos y proporcionarles un medio ambiente favorable para una paz sostenible

Intento Combinado • Propósito: Asentar condiciones para un progreso sostenible dentro de Afganistán, promover legitimidad y preservar su soberanía. • Método: • Embedded Partnering. • Proteger a los afganos. • Gobernabilidad, Desarrollo y Seguridad en terrenos claves. • Completa integración con los afganos, con los líderes locales y con la comunidad internacional a nivel sub-nacional. • Ejecutar operaciones de información, acrecentar el buen gobierno y desacreditar las influencias negativas. • Neutralizar la insurgencia y sus influencias

End State • La Fuerza Conjunta y la Fuerza de Seguridad Afgana alcanzan un acuerdo y lo cumplen. • Los afganos creen en su Gobierno y no en los insurgentes. • La Fuerza de Seguridad Afgana apoyada por ISAF es capaz de dar un ambiente de seguridad en zonas claves. • El desarrollo afgano es estable para un crecimiento económico.
