  7. LIFE URBAN ENVIRONMENT The initiatives taken in the framework of LIFE-Environment can be considered as complementary to the policies funded under Structural Funds. Either they explore grounds that are left untouched by the mainstream programmes, or they act as innovators, showing the way to follow to the mainstream programmes

LIFE URBAN ENVIRONMENT What was the main impact of LIFE in this area? • LIFE showed that area-based projects are most efficient if they take a ‘participative approach’ involving both stakeholders and the local population. • LIFE provided decision-makers at regional / local-level with tools designed to help them to take the right decision for local-area planning. • The LIFE programme has contributed to improving the quality of life. • LIFE has contributed directly and indirectly to European policy-making on coastal zone management • LIFE has helped to design specific tools for the protection of specific type of areas

  9. Where does CATCH fit in? • CATCH is a demonstration project which aims to improve the air quality in Liverpool through practical measures • CATCH helps the LIFE goal to support the Community’s VI EAP by promoting sustainable mobility

CATCH and LIFE CATCH is using an implementation strategy that blends different types of measures. • Concrete solutions and monitoring: clean buses, the Health Impact Methodology (HIA) • Soft solutions: personal travel plans and calorie mapping • International Focus: Related schemes implemented in Romania (Suceava) and Italy (Potenza) and the results will be used for best practice guidance throughout Europe.

LIFE+: Twin-track approach The European Commissionhas proposed a twin-track approach to funding for the environment • The main Community funding instruments will support physical and tangible investment in the environment as well as support for research (integration track) • The policy support track is to be funded through LIFE+

  13. LIFE + The current LIFE programme (extended to the end of 2006) will change into the new LIFE+ programme: • the environmental technology and eco-innovation component of the current LIFE Environment programme would be integrated in the EU’s competitiveness framework programme

  14. LIFE + • The current LIFE Third Countries, would be funded under the external assistance instruments in the future. • The current LIFE Nature would be only applicable to certain actions and the active management of the sites will be eligible for co-funding from structural and rural funds.

  15. LIFE +: Components • Implementation and Governance: 75-80% allocation • Information and Communication: 20-25% allocation

  16. LIFE +: Components Implementation and Governance: • contribute to the development and demonstration of innovative policy approaches and instruments, • contribute to consolidating the knowledge base for the development, assessment, monitoring and evaluation of environmental policy

LIFE +: Components Implementation and Governance: • support the design and implementation of approaches to monitoring and assessment of the state of the environment • facilitate the implementation of Community environment policy, with a particular emphasis on implementation at local and regional level, • provide support for better environmental governance

  18. LIFE +: Components Information and Communication: • disseminate information and raise awareness on environmental issues, • provide support for accompanying measures (information, communication actions and campaigns, conferences, etc).

LIFE +: Single instrument A single instrument would allow for a single set of rules and decision-making and financing procedures, as well as more consistent policy targeting A feature of the instrument is that the Commission may delegate part of the budget implementation to national public-sector bodies or bodies governed by private law with a public-service mission

  20. LIFE +: Budget The proposal sets a financial framework of €2,190m for the period from 1 January 2007 to 31 December 2013. It is included within Heading 2 ‘Conservation and management of natural resources’ of the Commission proposal for the multiannual Financial Perspectives 2007-2013.
