The process Important points: • The service is functional during the MMH transition period (May to October 2014) in order to support organisations through a period of uncertainty. • The procurement process is proportionate to the scale of the service (and therefore the likely size of bidders) • Local organisations are engaged and kept informed about the process • The process is more flexible (clear distinction of the three localities)

Key dates • Advert & PQQ – 8th October 2013 • Advert & PQQ close –12th November 2013 • Outline bid document sent out – 26th November 2013 • Bidder meetings – 11th to 13th November 2013 • Outline bids submitted – 8th January 2014 • Detailed bid document sent out – 31st January 2014 • Detailed bids submitted – 28th February 2014 • Final presentations – 21st March 2014 • Awards – April 2014 • Services live – Soon after award

The advert / PQQ stage • The advert and Pre-Qualification Questionnaire stage are happening simultaneously for this procurement • The PQQ itself has also been simplified from the first version that was released several months ago. • We want this initial step of the process, before we start discussing the actual service with bidders, to be as streamlined as possible.

Outline bids and Detailed bids • Instead of a single, rigid tendering stage with a high number of questions, we are going to use two stages of tendering. • This allows for much more discussion with bidders and less of a ‘big bang’ in terms of bid writing. Instead of the traditional single discussion point (presentation stage), there will be a number of contact points through the procurement. • It also importantly allows bidders to make mistakes at the Outline stage without being thrown out of the competition.

  6. E-procurement • The advert and PQQ combined stage is being conducted within TACTICA. • For all further stages TACTICA will be used as a ‘mailbox’, through which bidders and the CCG will exchange standard Word or Excel documentation. • If there are any issues with TACTICA we will try to accommodate bidders as best as possible.
