GOVERNING ISSUES • Gender and Energy Audit of 2005/06 • Governing motivation of 1997 National Population Policy recognises that FHH are vulnerable • 2003 Revised National Policy for Rural Development recognises need for equal access of resources • 2004 Abolition of Marital power enacted • Effort of National Gender Policy Framework to translate gender programme in all sectors

PROJECT INCEPTION • TITLE: GENDER MAINSTREAMING RURAL ELECTRIFICATION PROJECTS IN BOTSWANA • BPC’s involvement with Gender and Energy Network for Botswana (GENBO) • Call for proposals by ENERGIA and thus BPC drafted the proposal with the assistance of GENBO • Project proposal drafting • RE Botswana auspices as an initiative to include other strategies that could increase customer connections.

  8. IMPLEMENTING TEAM • Gender Mainstreaming activities to be implemented by ENERGIA pre-selected Consultant; Environmental Research and Policy Solutions – K. Omari • Project supervisor/Partner; BPC – Rural , CSS, Marketing, HR • Support team; • Nozipho Wright– Africa Regional Network Coordinator • Elizabeth Cecelski – ENERGIA Senior Technical Advisor • ENERGIA member countries

  9. DELIVERABLES • Literature review • Gender mainstreaming indicators • Progress reports • Institutional analysis - BPC • Gender Action Plan – already presented to BPC EXCO • Training on Gender Mainstreaming – BPC & EAD staff • Case study on gender mainstreaming in the project

CURRENT SITUATION • Consultant contract signed in September 2009 • Need to alter the initial implementation schedule to accommodate delays in deposit payment • Review of draft Literature review and other documents • BPC staff to familiarise themselves with the project • Finalisation of the documents for Steering Committee to authorise delivery of outcomes • Implementation of the GAP and presented to BPC EXCO – establishement of Gender Working Group

PROJECT CHALLENGES • Lack of gender knowledge in the Corporation – No understanding • Lack of gender disaggregated data -No visibility and interest • Allocation of funds and resources for Corporate Responsibility – Gender focused • High connection costs for customers – low connection level ( Corporation objective not achieved).

IMPLEMENTATION SCHEDULE • Gender Action Plan Workshop & Report • Capacity Building - staff training • Drafting of the Gender Policy • Communications strategy • Publications (internally –Info Brief articles) • Involvement in Corporation activities (involve Drama Groups etc…) • M&E Plan • Mainstreaming activities in the Corporation’s General Conditions of Service

PROJECT PROGRESS • Advocated for gender sensitivity in Conditions of Service; • Paternity leave – 3 days. • Consideration in shift allocations for lactating mothers. • Women empowerment – funding female staff to empowerment seminars. • Advocated for gender sensitivity in Botswana Energy Policy. • Recognition of gender issues by BPC Management and Board (staff recruitment should drive to gender sensitivity).
