PURPOSE • Provide end of year results to the Enhanced Call Verification Program • Alarm Calls For Service • Review of previous years data • Partnership with CryWolf during May 1, 2012 – April 30, 2013
BACKGROUND • Enhanced Call Verification • Requires the Alarm Monitoring Company to attempt contact with the alarm owner using two or more different telephone numbers before contacting the Police Department when an alarm is activated. • Burglary Alarms Only – this does not include Panic Alarms or Armed Robbery Alarms
BACKGROUND • Fee Schedule • $25 – Initial Registration Fee • $25 – Annual Renewal Fee • First two False Alarms (within any • consecutive 365 day calendar period) • A Written Notification is sent to the Subscriber and the Alarm Business by Crywolf

APPEALSMay 1, 2012 to April 30, 2013 • 200 appeals with a total of $7,150 refunded • In most cases refunding is accounting process not the physical act refunding money • Rare cases payment made before appeal • Sergeant Mathew Hintz oversees appeals • Decisions based on investigation through: • City Ordinance • Department records • CryWolf Records • Alarm User records • Alarm Company records

RECOMMENDATION Police Department to continue to monitor our alarm calls for service and our partnership with CryWolf for one more year. Determine if a decrease in police response to false alarm calls for service continues and provide quarterly updates.
Policy Questions Do you want to implement a No Response policy for those alarm users that have 5 or more False Alarms within a 365 day calendar period, and have not paid their fees? Unless there is an independent verification. Do you want to reduce the annual fee amount?
Policy Questions Do you want to enforce subsection 20-52 (c) of the ordinance charge for a class 1 misd? Do you want to implement a collections process through CryWolf?
