  2. POC: Idaho’s Story • Participated in the IAIABC’s development of the national standard for reporting proof of coverage information •  Implemented POC Release 1 in August 1997 •  Implemented POC Release 2.1 in June 2006 •  Implemented POC Release 3.0 on August 1, 2013

  3. POC 3.0: Advantages • Assigned risk binder • New cancellation reason  • Additional data on Professional Employer Organizations (PEO’s) • Additional data on deductible policies • Legal status on the employer record

  4. POC 3.O: Idaho’s Implementation Process • Formed internal work group • Determined proposed implementation date • Obtained NCCI approval • Broke implementation process into specific steps • Set interim goals • Six phase System Implementation • Work group met weekly

  5. POC 3.O: Idaho’s Implementation Process • Notified stakeholders of implementation date • Email and written communications to carrier community • NCCI Circular • Updated website • Conference calls with NCCI and IAIABC Implementation Committee • Testing • Launch POC 3.0

POC 3.O: Post Implementation • Relaxed some edits • Insured State Premium – zero is a valid value so we cannot determine if data is missing • Employer Legal Status – some sureties were not ready to send this data • PEO/Client Company Code – blank is a valid value so we cannot determine if data is missing • Cannot edit 04 Flag portion of a paired transaction for missing required fields

  7. POC 3.0: GOTCHA! • New Legal Status Codes • 07 Common Ownership • 08 Multiple Status • 09 Joint Employers • Submission criteria changed on cancellation and non-renewal transactions. • No PC2 • NCCI requires ALL transactions to be acknowledged: Accepted, Accepted with errors and Rejected.
