  3. MicroDataServices:toegang tot microdata • On Site werken (OS) • Remote Execution [VT 1971] (RE) • Remote Access [pilotfase] (RA) • Microbestanden onder contract (MB)

MicroDataServices: kenmerken • locatie microdata: • » bij CBS (OS, RE, RA) of bij gebruiker (MB) • locatie werkplek gebruiker: • » bij CBS (OS), in werkomgeving gebruiker (RA), eigen werkplek gebruiker (RE, MB) • aard van de microdata: • geanonimiseerd, volledige detaillering (OS, RA) • idem, maar alleen inzage testbestand (RE) • statistisch beveiligd (MB)

Beschikbare microdata • “REOS-bestanden”, koppelbaar met GBA-data • programmatuur: SPSS; Stata, SAS, StatTransfer • Beschikbare microdata: uitkeringen (bijstand, AO, WW), inkomens, gesubsidieerde arbeid, reïntegratie, verzuim, SSB-banen, EBB, EWL • Specifieke datasets: VT’en • In ontwikkeling: bedrijfseconomische data (Cerem)

  6. Verantwoordelijkheden product • CBS / CvB: • » technisch correcte microdata met • duidelijke, toegankelijke documentatie • » rekenfaciliteiten voor OS, RE, RA • Onderzoeker / instelling: • » statistische inhoud en kwaliteit van de • analyse / het gebruik van de microdata

Statistische geheimhouding (1) • Grondslag: CBS-wet en WBP • Praktijk bij OS, RE, RA: • » controle output van gebruiker op risico van • onthulling herkenbare individuele gegevens • » Cerem: beoordeling publicatie • Praktijk bij MB: • » statistische beveiliging van ter beschikking • te stellen microbestanden

  8. Statistische geheimhouding (2) • Medeverantwoordelijkheid onderzoeker en instelling op basis van contractuele voorwaarden voor toegang tot microdata • basis: CBS-wet, c.q. machtiging CCS • uitwerking: contract & geheimhoudingsverklaring • Praktijk: • cursus(presentatie) bij start OS, RE, RA • zorgvuldigheid bij publicatie uitkomsten

Rol CvB voor MicroDataServices • één loket voor MicroDataServices CBS • informatie over beschikbare microdata en toegangsmogelijkheden • gezamenlijk ‘intakeoverleg’ met gebruiker, statistische sector en CvB • offerte (planning, kosten, voorwaarden) • uitvoering MicroDataServices, w.o.: • communicatie met onderzoeker • organisatie controle output • eerstelijnsondersteuning
