  2. NOTE: this presentation is intended to provide an overview of how to run a further competition using the eSourcing Suite.   3. Introduction to the eSourcing Suite Government Procurement Service has implemented the eSourcing Suite, a new eEnablement system – provided under contract by Emptoris. The system provides a wide range of enhanced functionality to support electronic tendering; as well as projects, contracts, and supplier management. Government Procurement Service customers can use the new eSourcing Suite to run Further Competitions under our framework agreements (replacing the old ‘ITQ’ tool).

  4. Overview of the Further Competition process • Buyer activity to set-up and launch the event • Supplier activity to prepare and attach their tender • Buyer activity to evaluate tenders and award their contract There are 3 main phases to a Further Competition:

  5. 1.1 Buyer identifies the best Framework Agreement to use....

  6. Buyers can use the new Government Procurement Portal to identify which contracts or framework agreements would best fit their requirements.

  8. 1.2 Buyer creates the Further Competition event....

  9. The buyer logs on to theeSourcing Suite

  10. Search for and select the Further Competition template for the Framework Agreement and Lot to be used • Click ‘Create from Template’ to create the new Further Competition

  11. Enter the basic information about the Further Competition

  12. 1.3 Buyer attaches their invitation to tender document(s)....

  13. Click on RFx Attachments • Browse for the Invitation to Tender document, then click ‘Save’ to attach it.

  14. 1.4 Buyer launches the Further Competition....

  15. Click on ‘Schedule’ to timetable the Further Competition • Set the closing date and time for the Further Competition, then click on ‘Open Now’ to launch the event.

  16. The Further Competition is now open. • The countdown clock will show the time remaining

  17. 2.1/2.2 Supplier reviews Further Competition....

  18. The supplier receives email notification that they have been invited to the new Further Competition • The supplier logs on to the eSourcing Suite

  19. The supplier can see all the Further Competitions they have been invited to. • The supplier opens the Further Competition they wish to view and respond to.

  20. The supplier opens and reviews the Invitation to Tender documents previously attached by the buyer. • The supplier can Accept or Decline the invitation to take part in the Further Competition

  21. 2.3 Supplier attaches their tender document(s)....

  22. The supplier clicks on ‘Place Response’, then attaches their Tender document(s) to the Further Competition.

  23. The supplier confirms that they have attached their tender document(s).

  24. 2.3 Supplier enters single £ bid value....

  25. The supplier enters their overall bid price (or summary pricing information). • Their Further Competition tender is now complete.

  26. 3.1 Buyer evaluates suppliers’ tender responses....

  27. Buyer and suppliers are notified when the event closes. • The buyer logs back on to theeSourcing Suite

  28. From the Monitor tab, the buyer can see the suppliers that have submitted tenders for the Further Competition.

  29. From the RFX Attachments link, the buyer can view and download all of the suppliers’ tender documents. • Documents are evaluated ‘offline’.

  30. 2.2 Buyer records evaluation results....

  31. For each of the suppliers, the buyer enters the evaluated score – and identifies whether this was the winning supplier.

  32. 2.3 Buyer ‘closes out’ Further Competition....

  33. From the Analyse tab, the buyer runs the Further Competition Award scenario, and then selects this for award.

  34. From the Award tab, the buyer saves and posts the scenario allocation, and then awards the Further Competition.

  35. Once awarded, the Further Competition is ‘locked’ for audit purposes. • The participating suppliers are notified that award has taken place (but not of the award decision).

  36. Additional eSourcing Functionality • In addition to supporting customers’ Further Competitions, the eSourcing Suite provides a range of tools to support: • Procurement project management • End-to-end tendering, with online questionnaires, online bidding, and online evaluation. • Contract management • Supplier performance management • Government Procurement Service will be making this wider functionality available to customers, as sub-licensees on the Emptoris contract.
