Global context : UNFCCC, GEF • Strengthen the capacity of participating countriesto improve the quality of their national inventories in the context of their commitments as parties to the United Nations Framework Convention on Climate Change • decisions 10/CP.2, 11/CP.2, 2/CP.4, 10/CP.4, 10/CP.5 • FCCC/CP/2001/L.2 and L.4, articles 4.1(a)(b) and 12.1(a) of the Convention • Improvement of EFs and data • non-Annex I parties are “encouraged to formulate cost-effective national and, where appropriate, regional programmes aimed at the improvement of local emission factors and appropriate data gathering.” Decision 10/CP.2

Global context – SNC NAI Parties UNFCCC Guidelines (Decision 17/CP.8) • Inventories are key element of SNC • Parties shall estimate inventory for 2000 • Invites NAI Parties to use elements of Annex I guidelines for NCs • Parties are encouraged to apply IPCC GPGUM • to perform key source analysis • to describe procedures and arrangements (NIS) • to provide information on methods (NIR)

Regional context (1) • the collapse of the SU in the 1990s and transition of governments => dramatic declines in economic output (30% to 60 % of GDP in CEE and CIS region) • declines are beginning to be reversed in most countries. • comparable developments are presented also in the 1st NC of other countries from this region

Regional context (2) • Emissions in region are increasing and uncertainties in GHG emissions is assessed as high • Low level of awareness by decision makers • Missing long term strategies • Remaining problems with institutional arrangements - low sustainability of NIS • Limited resources and capacity • Communication barriers, data gaps

  9. 10 outputs are defined within the project What we do (Main objectives) • Strengthen institutional arrangements for compiling, archiving, updating and managing greenhouse gas inventories • Create sustainable inventory processes [Tools, expertise] • Enhance technical capacity for preparing national inventories • Improve national methodologies and emission factors Improved Documentation and Transparency =>Increased Sustainability

  11. How we do (1) • Iterative process • Review of national objectives and priorities (project document developed) • Development of detailed national workplans; harmonize schedule, deliverables • No duplication - Complementary approach (1NC->top-up ->regional project ->SNC)

How we do (2) • the project includes common activities for all participating countries carried out under a regional umbrella • countries may choose the remaining activities to carry out based on national priorities • concept of emission key sources(allows the approach to be replicated for use in other regions with only minor modifications )
