How it started…. • 20 years back at the birth of RBD Program • 1st RBD meeting at Chula (2534) • Dr. Kamchad with support from Damrong Lathapipat Foundation • 19 Geniuses landed in Bangkok • Annual RBD conference since then • ATPAC was born in the year after • Dr. Sinn Anuras elected the first president • Collaboration between individual professional and Thai counterpart

  3. What happened…. • A perfect match “ATPAC – E Team” “TUCEM”

  4. - TUCEM - • Thai Universities Consortium for Environmental Management • 5 core universities: CU, CMU, KKU, KMUTT, PSU • Informal but effective • Worked closely with MUA and ATPAC • Blessing from MUA Executives • Managed MUA/RBD-environmental projects • Searched for experts to meet the need • Facilitated and evaluated the outcomes

MUA-ATPAC-TUCEM Working Concept • Three areas of collaboration • Technology transfer • Curriculum development • Research work • Efficient use of resources • Experts – avoid repetition, combined trips • Expenses – multipurpose trip • Projects – sound and cost-effective • Effective output and outcome • Annual meeting to set directions and evaluate performance

From Local to Global • Establishmentof GIN-Asia in Thailand, 1997 The Greening of Industry Network (GIN)is an international network of professionals from research, education, business, civil society organizations, and government, focusing on issues of industrial development, environment, and society, and dedicated to building a sustainable future • Worked closely with US-Asia Environmental Partnership, Asian Development Bank, UNEP and US universities • A grant from FORD Motors Company, USA (2000)

Why GIN-Asia…….. • GIN provides platforms for government, industry, and universityto jointly develop and set policy agenda to integrate investment, technology, and environment for sustainable economic growth • GIN-Asia will put Thailand as the focal point in Asia for Environmental Policy Agenda • As environmental issues are increasingly a new form of trade barrier, Thailand will have the advantage by being the regional leader

GIN-Asia: International GIN Conference in Bangkok • “Sustainability at the Millennium: Globalization, Competitiveness and the Public Trust”(21-24 Jan. 2001) • Dr. Supachai Panitchpakdi – former WTO DG, SG of UNCTAD • Chair, Conference Advisory Board • Dutch Minister of Environment, Jan Pronk (COP 6 President) – Keynote speaker • US Ambassador Richard E. Hecklinger • Invited speakers from ADB, UNEP, IHDP, Malaysia, Taiwan, the Philippines, etc. • Supported by ATPAC, MUA, NSTDA, PCD, IEAT Siam Kraft, CP

  14. GIN-Asia • One of the three coordinating centers, Asia, Europe and US • Platform for new ideas and knowledge exchange • Workshops • Seminars • Conference • Research • Promote inputs from Asia for international standard or agreement

  15. Sustainability Reporting • GRI Guidelines • First Guideline released in 2000 • Pilot test on draft guideline by 21 companies • Feedback in 2001 by 31 companies (Siam Kraft)

  16. GRI 2002 Guideline • Officially launched at Johannesburg WSSD • Thailand First Sustainability Report (GRI) • GRI workshop in Asia (KL) – GIN-Asia hosted a session Siam Kraft as show-case Siam KraftSustainability Report 2002

ATPAC E-Team • Training of operators for wastewater treatment facilities and solid waste landfills • Drafted Thai regulations on hazardous waste management and solid waste management • Initiated EPA training for Thailand on QA/QC in environmental laboratories • Helped set up Thai ER Training Center and assist in training • Corrosion in the underground piping systems • APEC Engineering Accreditation (selling point) • ABET Accreditation

  19. ADB - Centers of Excellence ATPAC assisted MUA in the program development and the formation of 7 centers of excellence • Environmental and Hazardous Waste Management • Energy and Environment, • Environmental Toxicology, Technology and Management

  20. NCE-EHWM • ศูนย์ความเป็นเลิศด้านการจัดการสิ่งแวดล้อมและของเสียอันตราย • เป็นศูนย์ชำนาญการเฉพาะทางด้านสิ่งแวดล้อมที่เน้นงานวิจัย การผลิตบัณฑิต และการบริการวิชาการ ด้านการจัดการของเสียอันตรายแห่งเดียวในประเทศไทย

ATPAC - EHWM • คณะทำงานโครงการมาบตาพุด • จัดประชุมระดมความคิดเห็น โดยเชิญนักวิชาการจากสถาบันอุดมศึกษา หน่วยงานภาครัฐ อุตสาหกรรม และนักวิชาการต่างประเทศ (เดือนเมษายนและกรกฎาคม 2553) • สรุปประเด็นปัญหามาบตาพุดที่ต้องแก้ไข • เริ่มดำเนินการ 5 ประเด็นปัญหา • จัดตั้งศูนย์ข้อมูลปัญหาสิ่งแวดล้อมมาบตาพุด

  27. ประเด็นปัญหาของมาบตาพุดที่ได้เริ่มดำเนินการประเด็นปัญหาของมาบตาพุดที่ได้เริ่มดำเนินการ ประเด็นที่ 1: ระบบฐานข้อมูลการจัดการสารเคมี กากอันตรายและ ระบบ PRTR ประเด็นที่ 2: มลพิษอากาศและศักยภาพการรองรับมลพิษของพื้นที่ ประเด็นที่ 3: ระบบการป้องกันและบรรเทาอุบัติภัย ประเด็นที่ 4: ระบบการบังคับใช้และการปฏิบัติตามมาตรการใน รายงาน EIA ประเด็นที่ 5:มลพิษทางน้ำและการฟื้นฟูแหล่งน้ำและพื้นที่ปนเปื้อน
