The need of a standard classification of energy dates back: • In 1976 and again in 1987 the UN Statistical Commission called for the preparation of an international classification of energy as part of the development of a global system of integrated energy statistics • The development of SIEC has an integral part of IRES from the beginning At 3rd OG meeting a first attempt to define the scope, purpose, categories of SIEC was discussed. SIEC to be based on the harmonized definitions from InterEnerStat

  4. Sept. 09 – The Expert Group (EG) on Classification was informed on the development of SIEC during its meeting in NY. The EG: • Supported the development of such a classification • Requested a more in-depth explanation on purpose, scope and boundary of the classification, a developed explanation of the classification structure and the reasoning behind. • As an example, the EG suggested descriptions on the scope of aggregate levels and detailed descriptions of inclusions and exclusions. Nov 09 – 2nd Virtual meeting. Chapter 3 was revised trying to incorporate the comments from the OG and EG meetings.

  5. Dec 09 – harmonized definitions from InterEnerStat were circulated Jan 10 – current Chapter 3 contains: • an attempt to define the scope of SIEC in such a way that it covers the products defined in InterEnerStat • an attempt to define boundary cased, classification criteria and coding system • a proposal for a classification structure based on the definition of InterEnerStat taking into account principles of a standard statistical classifications • definitions from InterEnerstat • a correspondence of SIEC categories with CPC Ver. 2 and 2007 HS

  6. The Oslo Group is invited to: (a) review the description of the scope, coverage purpose of SIEC (b) provide comments on the suggested classification structure (c) provide any additional comments to the chapter
