    2. 2 Emlak Vergisi Matrah ve Oran Madde 7- Bina Vergisinin orani meskenlerde binde bir buçuk, diger binalarda ise binde üçtür. Bu oranlar, 5216 sayili Büyüksehir Belediyesi Kanunun uygulandigi yerlerde yüzde yüz artirimli uygulanir. Bakanlar Kurulu, vergi oranlarini iki katina kadar artirmaya veya kanuni haddine indirmeye yetkilidir. Bakanlar Kurulu, Türkiye sinirlari içerisinde intifa hakki veya mülkiyet suretiyle tek meskene sahip olanlarin brüt 100 m²’yi geçmeyen meskenlerine ait Bina Vergisi oranini yarisina kadar indirmeye yetkilidir. Bu hüküm, tek mesken disinda bina veya bina intifa hakkina sahip olanlar hakkinda uygulanmaz. Yukarida belirtilenlerin tek meskene hisse ile sahip olmalari halinde hisselerine ait kisim hakkinda da uygulanir.
