PLANNING PROCESS • Work with the Communities/Villages to determine their greatest needs • What activities/projects do you plan seeking funding for to meet these needs? • What sources of funding can I secure to meet these needs? • Are all the key funding players at the table? • Dependent on the needs and what activities/projects you are including in your application. • Do you need to do an income survey? If so, has an income survey been completed and a LMI % determined?

Potential Sources of Leveraged Funds Activity Name: Flood & Drainage Facilities; Street Improvements; Sidewalk Improvements; Public Utilities; Water & Sewer Facility Improvements • Ohio Public Works Commission (OPWC) – Loans/Grants • Ohio Department of Transportation (ODOT) • Ohio Water Development Authority (OWDA) – Ohio EPA WPCLF Loans/Grants • Local Community – City, Village, Township • CDBG Formula Allocation Program • CDBG Residential Public Infrastructure Program • CDBG Economic Development Program • Program Income – City, County

  7. Start a timeline now!!! • Recommend starting the planning process at a minimum of 2 years in advance. • All the potential funding sources have different application deadline datesand aligning these funding sources can take a long time. Bottom Line . . . START EARLY AND PLAN! PLAN! PLAN!

Potential Funding Sources Ohio Public Works Commission (OPWC) http://www.pwc.state.oh.us/default.html • Infrastructure – Application deadline depends on the District you are in. • Green Space Conservation – Clean Ohio Fund – Application deadline depends on the District you are in. Ohio Department of Natural Resources (ODNR) Div. of Parks & Recreation http://ohiodnr.com/tabid/10762/Default.aspx • NatureWorks– Park & Recreation – Application Deadline – February 1st. • Land & Water Conservation Fund (LWCF) – Application Deadline – February 1st • Recreational Trails Program and Clean Ohio Trail Fund – February 1st

Potential Funding Sources Ohio EPA – Division of Environmental and Financial Assistance http://epa.ohio.gov/defa/Home.aspx • Water Pollution Control Loan Fund (WPCLF) – Provides financial and technical assistance to public or private applicants for the planning, design, and construction of a wide variety of projects to protect and improve the quality of Ohio’s rivers, streams, lakes, and other water resources. • Water Resource Restoration Sponsor Program (WRRSP) Provides funding for preservation and restoration of aquatic habitat. • Water Supply Revolving Loan Account (WSRLA) – Provides financial assistance for the planning, design and construction of improvements to community water systems and non-profit non-community public water systems.

Potential Funding Sources • USDA Rural Development • http://www.rurdev.usda.gov/oh/comfacil.htm • Community Facilities Program – This program is used to construct, enlarge, extend or otherwise improve community facilities providing essential services in rural areas and towns with a population of 20,000 or less. • Water and Waste Program – This program provides funding for basic infrastructure needs in rural areas and towns with populations not in excess of 10,000. • Other Programs • Solid Waste Management Grant – The objective of this program is to reduce or eliminate pollution of water resources and to improve planning and management of solid waste sites in rural areas. • Technical Assistance and Training Grants – The objective of this program is to identify and evaluate solutions to water and waste disposal problem areas and to improve operation and maintenance of existing water and waste disposal facilities in rural areas.
