The cohesion policy encourages regions and cities of EU member states and other countries to cooperate and learn from each other to implement joint programmes and projects and to create networks. • Territorial cooperation has been part of EU cohesion policy since 1990. • Cross-border, transnational and interregional cooperation programmes fall within the framework of the European territorial cooperation objective financed by the European Regional Development Fund. A budget of EUR 8.7 billion—i.e. 2.5% of all 2007– 2013 funding for cohesion policy—was allocated to this objective.

TERRITORIAL COOPERATION IN LITHUANIA • Under the Law on Regional Development, national regional policy covers territorial cooperation programmes. • The implementation of European territorial cooperation programmes in Lithuania is coordinated by the Ministry of the Interior (institution responsible for the coordination of national regional policy). • The Ministry of the Interior acts as the managing authority of the Lithuania and Poland cross-border cooperation programme, an ETC objective. • The funds of ETC programmes are used to implement joint projects of partners from Lithuania and neighbouring countries. These projects are intended to encourage social and economic development and community cooperation.

INVESTMENT PRIORITIES IN 2014–2020 • The ERDF supports sharing of human resources, equipment and infrastructure on a transnational scale under various investment priorities and the priorities listed below, which correspond to thematic objectives: • In the field of cross-border cooperation: • integration of labour markets, including cross-border mobility, joint local employment initiatives, and joint training • (corresponds to the thematic objective of promoting employment and supporting labour mobility); • promotion of gender equality and equal opportunities on the cross-border scale, as well as promotion of social inclusion on the cross-border scale • (corresponds to the thematic objective of social inclusion and the fight against poverty); • development and implementation of joint education and training systems • (corresponds to the thematic objective of investing in skills, education, and lifelong learning); • legal and administrative cooperation and promotion of the cooperation of citizens and institutions • (corresponds to the thematic objective of enhancing institutional capacity and efficient public administration). • In the field of international (transnational) cooperation: development and implementation of macroregional and sea basin strategies • (corresponds to the thematic objective of enhancing institutional capacity and efficient public administration). • Interregional cooperation programmes: all thematic objectives.
